
Location
Hybrid working based at any of UKHSA's Core HQs: London, Leeds, Birmingham, Liverpool. You will be expected to spend approximately 3 days a week (60% of your contracted hours) working at one of these offices, with the remainder working from home.

Full Time, standard civil service working hours with flexible and hybrid working arrangements.
Salary
Grade 6: £70,797 - £81,450 (National), £72,950 - £83,443 (Outer London), £75,104 - £85,436 (Inner London). This role also offers a Market Pay Supplement of up to £10,000, subject to review in March 2027.
About the Role
The UK Health Security Agency (UKHSA) protects public health by preventing, preparing for, and responding to infectious diseases and environmental hazards. As Head of Delivery within the Digital Development and Operations (DDO) division, you will lead and set the standards for agile delivery management, championing best practices across the organisation and beyond. You will be a recognised expert in agile and lean methodologies, leading a high-performing delivery community and supporting Delivery Leads to align work with UKHSA’s strategic priorities.
You will be a proactive member of the DDO senior leadership team, responsible for managing complex stakeholder relationships, driving continuous improvement in delivery practices, and representing UKHSA’s delivery profession across government and industry. Your role includes leading the delivery management community of practice, managing strategic commercial partnerships, and influencing business demand and prioritisation.
This senior leadership role requires expert capability in delivery management skills including agile and lean practices, planning, team dynamics, stakeholder communication, organisational change, and commercial management. You will work in a complex environment coordinating delivery across multiple products and services to achieve maximum benefit from limited resources.

The role reports to the Head of Digital Products and Services and is a key member of the DDO leadership team, with direct responsibility for Senior Delivery Managers and accountability for their teams.
Experience
- Significant demonstrable experience delivering complex digital products and services in UK Government, Health, or similarly regulated environments.
- Proven expertise in agile and lean delivery methodologies, with a strong product and user-centric mindset.
- Experience planning beyond product delivery, managing cross-service dependencies, addressing complex risks, and unblocking issues.
- Previous leadership experience as a Delivery Lead, ideally at Head of Delivery level, with a track record of building delivery management communities and capability.
- Strong relationship management and influencing skills, with confident communication across senior, executive, technical, and non-technical stakeholders.
- Commercial and financial management experience.
- Ability to work autonomously and as part of a distributed leadership team in an ambiguous environment.
