Surveillance and Strategy Advisor: Community Based Surveillance


Location
City of Westminster with hybrid working model. You will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, averaged over a month) working at one of UKHSA's core HQs (Birmingham, Leeds, Liverpool, or London). Our offices are modern, centrally located with excellent transport links and co-located with other government departments.

Full Time - standard Civil Service working hours with flexible working options available.
Salary
Senior Executive Officer (SEO) Grade: £41,983 - £52,113 depending on location (National, Outer London, Inner London pay scales). Salary offers may vary based on existing government or public sector employment and relevant experience.
About the Role
You will be part of the team responsible for transforming surveillance, focusing on the design and delivery of sustainable community surveillance programmes and underpinning research. Leading distinct elements of this work, you will collaborate across UKHSA including senior public health professionals, utilising your policy, operational, engagement, and communication skills to deliver impactful outcomes.
Key responsibilities include driving development of existing and new programmes, embedding new initiatives and data streams, and ensuring insights are disseminated effectively to senior leaders and government briefings. You will lead high-profile elements of cross-agency surveillance transformation work and contribute to UKHSA’s remit under the government’s bio surveillance network.
This role offers a unique opportunity to shape UKHSA’s approach to large-scale pandemic preparedness surveillance, incorporating lessons learned from COVID-19 and other epidemic threats. You will work in a fast-paced, ambiguous policy environment, developing public health policy and operational delivery, and influencing senior stakeholders.
You will build and maintain collaborative relationships with internal teams and external stakeholders, support monitoring and reporting of programme funding, contribute to parliamentary work, and support learning and improvement in national and international community surveillance programmes.
The role requires flexibility to respond to emerging priorities and may involve supporting UKHSA’s incident response activities as needed.
Experience
- Demonstrable expertise or understanding of the public health landscape or an equivalent health-related discipline.
- Practical experience in large-scale programmes including financial and operational governance.
- Experience collaborating with government departments or external organisations on programme planning and delivery.
- Ability to work across multidisciplinary teams and influence senior stakeholders beyond immediate areas.
- Proven resilience and flexibility in delivering fast-paced work within ambiguous and ill-defined contexts.
- Excellent presentation skills with the ability to communicate complex concepts to both technical and non-technical audiences.
