About the Role
If you’re interested in making a difference to people’s lives, HM Treasury offers an exciting opportunity to influence decision making that affects the whole of the UK. Working at the heart of government, you will collaborate across departments to promote responsible public spending and drive strong, sustainable economic growth. Our work ranges from regulating the financial sector to reducing carbon emissions, creating a greener economy, promoting British trade globally, and supporting jobs and growth across the country.

Based within the Darlington Economic Campus, a cross-government hub, you will work closer to the communities we serve to tackle key national issues.

The Threat Assessment branch plays a pivotal role in shaping OFSI and HM Government’s operational strategy for sanctions implementation. Through high-quality analysis and reporting, the team supports a more intelligence-led, proactive approach to compliance and licensing within OFSI.

As a Higher Intelligence Analyst, you will develop core intelligence products to inform a cross-Government strategic approach by analysing and reporting on the sanctions landscape, breaking down issues and risks by regime, sector, transaction type, and payment route. You will produce situational reports and develop processes to facilitate dynamic threat assessments, producing regular and ad hoc intelligence reports on current and future threats to inform operational strategy using a variety of data.

You will review and establish systems for sharing strategic intelligence with other Government departments and enforcement partners at all security levels, identify intelligence gaps and opportunities to inform future OFSI intelligence development, and link with intelligence analytical partners across Whitehall to embed best practices and ensure financial sanctions requirements are considered in threat assessments, risk response planning, country action plans, and other analytical products.

Requirements

Experience
Strong analytical skills with the ability to develop and analyse information from diverse sources, think creatively and independently to reach supportable conclusions even when data is incomplete. Excellent communication skills to distil complex details into clear recommendations and confidently explain and defend these both in writing and verbally. Proven ability to build and maintain effective working relationships with a wide range of internal and external stakeholders, ensuring clear communication and collaboration. Ability to manage competing priorities and work effectively under pressure to deliver high-quality outputs within tight deadlines.

Desirable experience includes knowledge of data science and previous roles in financial sanctions, counterterrorism, intelligence, or analytical fields, though these are not essential.

About you
You are a proactive and independent thinker with strong decision-making skills. You work well under pressure, prioritise effectively, and communicate complex information clearly. You are collaborative and able to build effective partnerships across diverse teams and organisations.

Qualifications
This role requires UK nationality and the ability to obtain Developed Vetting security clearance. Candidates may start with Security Check clearance but must be eligible for Developed Vetting. No specific academic qualifications are mandated, but relevant experience and skills in intelligence analysis are essential.
