About the Role
Working at HM Treasury puts you at the heart of government, making a difference to the UK economy and ultimately to people’s lives across the UK. This varied and influential leadership role is responsible for ensuring the effective reporting, transparency and accountability of the UK's public sector finances. You will lead work across financial reporting policy, Whole of Government Accounts, parliamentary reporting and public expenditure analysis. The role involves working closely with senior leaders across government and beyond to provide high-quality financial insight, support decision-making and drive continuous improvement across the government finance system.

You will build, develop and empower a high-quality team of specialist and generalist staff to provide authoritative advice and support to Treasury teams, Ministers and departments in a way that is simple, practical and cuts through complex issues. You will play an active role in the wider leadership of the Public Spending Group, the corporate leadership of Treasury, and the Government Finance Function, helping to craft and deliver the broader agenda.

Key responsibilities include overseeing delivery of Whole of Government Accounts (WGA), supporting the Director General, Public Spending, in signing off accounts as Accounting Officer, and driving the WGA recovery strategy to return publication to pre-COVID timescales. You will set and maintain high standards for central government financial reporting and budgeting through the Financial Reporting Manual and Consolidated Budgeting Guidance.

You will support departments in implementing recommended practice in financial and sustainability reporting by working with the Financial Reporting Advisory Board (FRAB) and its subcommittees, influencing international accounting standards, and maintaining the UK’s profile as an international leader in public financial management.

Additional duties include resolving financial reporting policy challenges such as local government accounts and audit, overseeing delivery of Mains and Supplementary Estimates with a focus on timeliness and quality, managing key statistical publications, and overseeing the Treasury’s management of fiscal risk arising from national accounts classification changes.

This role offers the opportunity to lead at the forefront of government finance, strengthening financial management, transparency and trust in the stewardship of public money.

Requirements

Experience
Significant technical accounting experience of financial management and reporting in the public sector, including a strong technical understanding of accounts preparation and awareness of significant developments in financial reporting. Proven experience of leading projects to deliver complex financial outputs in a timely fashion. Demonstrated ability to advise and influence senior decision makers.

Qualifications
