About the Role
Government Skills is undergoing an exciting expansion and transformation with the establishment of the National School of Government and Public Services, aiming to develop a world-class, professional Civil Service. The new school will align training with government priorities, introduce a streamlined curriculum designed and delivered in-house, and invest in public sector leadership.

As a Learning Portfolio Lead, you will set the strategic direction for a team of SEO and HEO learning designers responsible for a specific curriculum area within the National School of Government, such as core knowledge or leadership and management programmes. You will lead the design and delivery of innovative, evidence-based learning products across multiple formats including face-to-face, hybrid, and virtual environments.

You will collaborate across government teams to understand learner needs, influence key stakeholders, and ensure alignment with Government Skills’ priorities. This leadership role involves managing a geographically dispersed team, allocating resources effectively, and fostering an inclusive culture that drives high performance and continuous improvement.

The role offers excellent developmental opportunities through involvement in multiple workstreams as Government Skills transitions to the National School of Government and Public Services.

Experience
- Proven track record of end-to-end design and delivery of multi-stakeholder learning and development programmes in complex or public sector environments with demonstrable impact.
- Significant knowledge of learning design and inclusive practices, with the ability to translate adult learning theories and methodologies into effective learning interventions.
- Experience leading geographically dispersed and diverse teams, building an inclusive culture that drives high performance.
- Skilled in designing and leading evaluation frameworks, using data to drive continuous improvement and demonstrate impact.
- Strong stakeholder management skills, including building and maintaining relationships with suppliers, external partners, departments, subject matter experts, and senior leaders.
- Comfortable working in fast-paced, ambiguous environments with excellent organisational, prioritisation, and delegation skills.

Qualifications
- Desirable: Level 7 CIPD L&D qualification (or equivalent).
