About the Role
This critical role ensures the accurate processing of the Agency’s compensation and remuneration arrangements while continuously seeking ways to optimise team operations and service delivery to the wider Agency staff. You will oversee all payroll functions including payroll and off-cycle payments, ensuring accuracy, timeliness, and compliance with Agency policies and statutory requirements. You will lead and supervise the payroll team, liaise with payroll and benefits providers, and manage payroll operations, audits, and reporting. The role includes responsibility for pension and benefits administration, contractual terms and conditions management, and employee lifecycle processes. You will act as a key point of escalation for payroll and contractual queries, lead continuous improvement initiatives, and manage stakeholder relationships internally and externally. This role requires strong leadership to recruit, train, and mentor a high-performing team, ensuring work is completed within agreed timescales and financial constraints in line with Agency and Civil Service policies.

Requirements

Experience
- Proven experience managing or supervising a payroll team with strong technical payroll knowledge
- Experience processing manual payrolls and leading continuous improvement to modernise payroll activities
- Excellent systems, numerical, and analytical skills with the ability to analyse data from multiple systems
- Good technical knowledge of accounting processes, policies, statutory requirements, and internal controls
- Confident and clear communication skills with internal and external stakeholders
- Good working knowledge of Civil Service Pensions and Compensation Schemes
- Membership of, or willingness to join, the Chartered Institute of Payroll Professionals

Qualifications
- Membership or willingness to become a member of the Chartered Institute of Payroll Professionals is essential
- Relevant payroll and accounting qualifications are advantageous but not explicitly required
