We are seeking an experienced and driven Planning and Performance Manager to join the Chief Operating Officer’s team. This high-impact role offers a broad and exciting portfolio of work with the opportunity to shape and influence operational performance across the Trust. The successful candidate will work strategically and operationally to support the delivery of COO priorities, collaborating closely with Clinical Groups and key stakeholders to ensure achievement of performance targets and continuous improvement in patient care.

The role includes supporting the annual business planning process, aligning with national operating requirements, managing large-scale complex projects, and fostering effective partnerships to drive innovation and sustainable healthcare solutions. Main Duties
The post-holder will provide leadership and expertise on Trust operational performance, supporting Clinical Groups to deliver efficient services and effective patient care. Responsibilities include developing and delivering the Trust’s Performance Framework, managing reporting requirements for key metrics such as Cancer, Diagnostics, RTT and UEC, and leading NHS Benchmarking Network projects. The role involves close collaboration with commissioners, clinical directorates, and the Informatics department to produce integrated quality and performance reports and support performance meetings.

The Planning and Performance Manager will lead project management activities, ensuring clear responsibilities, priorities, and timescales are set and delivery is tracked. They will proactively mitigate risks, allocate resources, champion project management best practices, and ensure compliance with Trust values, financial instructions, and statutory standards.

Financial management responsibilities include managing designated expenditure budgets, ensuring value for money, monitoring expenditure, and overseeing complex recharging arrangements across multiple organisations.

Staff and stakeholder management duties involve line management of the Planning and Performance team, developing team members, managing engagement plans, negotiating with senior managers and clinicians, and ensuring effective communication and leadership across projects.

The role also supports service improvement projects, benchmarking opportunities, and the introduction of innovative care pathways in collaboration with system partners. The post-holder will contribute to the Trust’s service improvement agenda, ensuring work is evidence-based and evaluated effectively.

Requirements

Experience
- Proven expertise in performance management within an acute healthcare setting.
- Strong track record in service improvement and project/programme delivery.
- Experience leading successful projects including business case preparation, service commissioning, contract negotiation, and monitoring outcomes.
- Extensive programme management experience in large complex organisations.
- Experience managing large, multi-stranded budgets.
- Evidence of individual, team, financial, process, and change management.

Qualifications
- Relevant Masters degree, equivalent professional qualification or equivalent experience.
- Evidence of recent Continuing Professional Development.
- Desirable: Formal qualification in Project Management (PRINCE2 Practitioner or equivalent).
- Desirable: Highly developed knowledge of the NHS environment, strategy, and policy agendas.
