About the Role
The Security Industry Authority (SIA) is an executive non-departmental public body sponsored by the Home Office, established in 2004 to regulate certain activities in the private security industry. We are operationally independent of government and currently employ nearly 400 staff. We are preparing to take on new responsibilities as the regulator of Martyn’s Law, introduced by the Terrorism (Protection of Premises) Act 2025. Named after Martyn Hett, a victim of the 2017 Manchester Arena terrorist attack, Martyn’s Law aims to improve protective security and preparedness at premises and events across the UK.

As Principal Review and Insights Advisor, you will play a pivotal role in shaping how Martyn’s Law works in practice and contribute to public protection. You will lead review and insight activities to ensure regulatory guidance is evidence-led, effective, and delivers meaningful outcomes across the regulated sector. Working within the Martyn’s Law Regulator Guidance and Review function, you will analyse evidence from inspections, assessments, stakeholder intelligence, research, and wider regulatory activity to identify emerging risks, trends, and opportunities for improvement.

You will translate these insights into practical recommendations and high-quality guidance to help premises and event organisers understand their responsibilities. This role requires tackling complex questions with sound judgement and significant autonomy to determine appropriate review and evaluation approaches. You will prepare reports, briefings, and strategic recommendations for senior leaders, influencing national guidance, regulatory priorities, and interventions. Engagement with a wide range of stakeholders, including Home Office officials, counter-terrorism partners, local authorities, regulators, professional bodies, and sector representatives, is a key part of this role.

Requirements

Experience
Substantial experience leading complex review, evaluation, assurance, or performance improvement activities with organisation-wide, sector-level, or public impact. Strong quantitative and qualitative analytical skills, including interpreting large and complex datasets and drawing clear, evidence-based conclusions for non-technical audiences. Experience designing and delivering effective evaluation activities that translate research or learnings into practical recommendations, improvements, and guidance materials. Proven ability to exercise independent judgement in novel or ambiguous situations to evaluate the effectiveness and impact of guidance or regulatory processes. Experience producing high-quality reports, briefings, and recommendations to inform senior decision making. Strong stakeholder engagement skills with the ability to build productive relationships across organisations. Ability to identify emerging risks, issues, and trends and recommend appropriate solutions.

About you
Excellent written and oral communication skills with a strong record of developing strategic options and influencing decision makers through clear evidence and sound judgement. Comfortable tackling complex questions and working autonomously while collaborating effectively with colleagues. Curiosity, sound judgement, and a commitment to using evidence to drive better outcomes. Experience working in a regulatory, protective security, or counter-terrorism environment is advantageous. Knowledge of evaluation methodologies, performance frameworks, or guidance assurance is desirable. Ability to work in a fast-changing environment and manage conflicting priorities.

Qualifications
No specific qualifications are stated as essential; however, relevant experience in review, evaluation, assurance, or performance improvement is required. Training and development opportunities will be provided.
