Salary
£41,092pa - c.£48,344pa (Birmingham) or £44,380pa - c.£52,212pa (London) depending on skills and experience. In addition, a flexible benefits fund of 15% is paid on top of base salary and is fully pensionable, alongside a range of competitive benefits.

About the Role
As a Procurement Manager at HS2 Ltd, you will be accountable for delivering procurement activities within a small team, managing procurements valued from £10 million to £1 billion. You will work closely with colleagues across the business to develop and implement procurement strategies, balancing competing priorities and requirements. The role demands strong stakeholder management and influencing skills to achieve successful outcomes.

You will be responsible for delivering operational procurement elements for relevant packages, supporting governance approval and assurance of all procurement deliverables as defined in the HS2 Procurement Handbook. This includes developing key components of Prequalification and ITT documentation to agreed timelines and securing necessary approvals.

You will manage procurement evaluation processes, independently overseeing day-to-day evaluations conducted by a diverse group of colleagues, ensuring approvals for short-listing and contract awards. Ensuring compliance with EU and UK legislation is critical, while driving procurement processes that set benchmarks for future global projects.

Additional responsibilities include supporting colleagues in the use of eSourcing, providing accurate and timely procurement reporting aligned with HS2 business cycles, maintaining systems data with appropriate storage and compliance, advising on procurement approaches, and presenting to boards and committees as required.

Requirements

Experience
- Experience working in a matrix environment with strong influencing and communication skills.
- Proven ability to persuade using objective argument based on fact and analysis.
- Experience with various procurement routes, including OJEU processes and frameworks.
- Experience procuring large value, complex heavy civils, construction, or similar works/services in compliance with Utilities Contracts Regulations.
- Thorough knowledge of applicable EU and UK procurement legislation and contracts, particularly using NEC contract forms.
- Experience managing sponsor/stakeholder relationships with highly developed communication and influencing skills.
