About the Role
As the Project Controls Manager, you will be responsible for the development and maintenance of the project baseline across scope, time, cost, risk, and quality for a development or delivery area of the HS2 Programme. You will provide analysis of performance against the baseline, highlight trends or risks to support decision making, and support controls governance and change management to ensure all baseline impacts are assessed and managed effectively.

Your key responsibilities will include developing and maintaining an integrated baseline, managing and coordinating project controls activities within the supply chain, assuring the accuracy and quality of cost, risk, and schedule information, and analysing data to provide insights and trends on performance and risks. You will manage the periodic correlation of schedule, cost, quality, and risk to drive programme delivery, review supply chain programme submissions, and update client schedules.

You will also manage risks for your area, leveraging specialist advice to respond to project delays and challenges, support and coordinate change management processes, and ensure compliance with reporting cycles and procedural standards. Additionally, you will manage assurance of Project Controls data, ensuring adherence to PMO and Project Controls policies, and provide functional line management and performance support to direct reports.

Requirements

Experience
- Experience in project controls on projects or programmes
- Experience in one or more core project controls functions including baseline maintenance, schedule management, cost performance, change management, risk management, and performance reporting
- Experience managing and controlling key Project Controls systems (e.g. Primavera P6, Prism, CEMAR)
- Experience facilitating and administering project performance reviews and presentations with stakeholders
- Experience managing or influencing governance forums including project change and investment boards with delegated decision-making powers

- Strong prioritisation skills with the ability to define and prioritise objectives, analyse inputs, assess and challenge data, and support rationales
- Effective influencing and negotiating skills, able to be assertive without causing unnecessary conflict
- Excellent verbal and written communication skills, able to present project controls updates and processes confidently to project and supply chain teams
- Skilled in facilitation, able to manage workshops to solve critical problems and provide clear direction
- Strong data analysis skills, able to interpret data and produce accurate, timely, and informative reports tailored to the audience
- Problem-solving ability to identify issues, evaluate options, and implement solutions
- Commitment to promoting and embedding Equality, Diversity and Inclusion (EDI) in all work

Qualifications
- Knowledge of one or more core Project Controls disciplines including Schedule Management, Cost Management, Change Management, and Risk Management
- Basic knowledge of baseline development and maintenance
- Basic understanding of Project and Commercial Management fundamentals including cost delivery and schedule targets
- Right to Work in the UK is required as HS2 Ltd does not provide sponsorship
