About the Role

We are seeking an experienced and motivated Project Manager to lead the Nursing and Midwifery Role Review Programme. This Band 8a role, based in the Chief Nurse’s Office, will support the strategic and operational delivery of the Trust-wide Nursing and Midwifery Band 4 to Band 9 role review and the Fairer Deal for Nurses Band 5 review.
Working at the centre of this complex workforce programme, you will collaborate with senior nursing and midwifery leaders, People and HR, Finance, Job Evaluation, Communications, Staffside and trade union colleagues. Using quality improvement and programme management approaches, you will establish effective governance, clear delivery plans, guidance and training, supported by the Associate Chief Nurse and Deputy People Director.
You will bring experience of leading complex programmes and organisational change in a large, multi-stakeholder environment. You will be confident influencing senior leaders, managing sensitive workforce issues and translating complex requirements into practical processes and sustainable improvements.

Main duties of the job
The post holder will lead the planning, implementation and evaluation of the Nursing and Midwifery Role Review Programme, including the Band 4 to 9 role review and Fairer Deal for Nurses Band 5 review. They will ensure agreed objectives, milestones, timescales, quality standards and financial requirements are met, supported by clear project plans, assessment frameworks, resource allocation and accountability for delivery.
They will establish governance, reporting and assurance arrangements, providing updates to the Nursing and Midwifery Profile Oversight Meeting and other Trust forums. This includes monitoring progress, managing risks, issues and interdependencies, escalating concerns affecting delivery, cost or quality, and contributing to regional and national reporting as required.
A key part of the role will be stakeholder engagement. The post holder will develop communication plans, facilitate programme meetings and work collaboratively with nursing and midwifery leaders, People and HR, Finance, Communications, Job Evaluation and trade union colleagues, using negotiation and facilitation skills to secure agreement and maintain effective relationships.
They will oversee programme data and information systems to support decision-making and reporting, and lead the development of policies, guidance, training tools and educational resources for consistent implementation. They will evaluate programme effectiveness, identify improvements and embed learning into future delivery.
Experience
- Proven project management experience in managing complex services including design, development, implementation and management of change in a multiple stakeholder environment.
- Ability to analyse complex problems and develop practical, workable solutions.
- Experience leading complex programmes and organisational change.
- Ability to think and plan strategically, tactically and creatively, prioritising work programmes amid competing demands.
- Strong sense of personal and team accountability with clear understanding of delegated authority boundaries.
- Excellent interpersonal, communication, networking and negotiation skills.
- Track record in delivering performance targets and writing complex business cases, policies and reports.
- Demonstrable political judgement and astuteness in working with complex policy and diverse interest groups.

Qualifications
- First level registered Nurse or Midwife (or relevant professional registration).
- Educated to masters level or equivalent knowledge, skills and experience.
- Evidence of managing successful project and/or operational performance and improvement.
- Desirable: Formal qualification in Project Management (PRINCE2) to practitioner level or equivalent.
- Desirable: Knowledge of nursing workforce agenda including job descriptions, job evaluation and Agenda for Change principles.
- Desirable: Understanding of the changing NHS environment, strategy and policy agendas.
