About the Role
We are seeking an experienced Recruitment Manager to lead a team of Recruitment Specialists and drive the modernisation of the end-to-end recruitment and onboarding process across the council. You will oversee all recruitment activities, including permanent and temporary recruitment, entry-to-work initiatives, and social value programs. This role involves managing relationships with suppliers, commercial partners, and contracts, working closely with HR and Finance Business Partners and other stakeholders to build the council’s capacity through effective resourcing while ensuring compliance with relevant standards and guidelines.
Main accountabilities include supporting the Head of Resourcing in process engineering of the complete recruitment and onboarding cycle, task management of a team of six staff, ensuring recruitment spend control measures are followed, reviewing and designing recruitment policies, assessing the suitability of current recruitment tools such as iTrent, producing management information on recruitment activity, and supporting senior executive recruitment.
Your responsibilities will also include leading digitalisation projects such as developing a recruitment microsite, redesigning the internal HR system iTrent, enhancing the employer brand, and increasing organisational awareness via social media. You will work closely with HR colleagues and staff networks to develop an Equality & Diversity agenda for recruitment, manage the agency managed service provider contract including reporting on agency usage and spend, lead on right to work and immigration compliance including use of the UKVI SMS system, and support recruitment spend control across the Council.

Experience
Strong recruitment background with proven experience managing teams. Experience in developing social media presence and building an employer brand is desirable. Knowledge of UKVI immigration processes and managing supplier contracts is required. Excellent IT skills are essential.
