About the Service and Team
Overseen by the General Register Office (GRO), the London Borough of Sutton’s Registration Service provides vital community services, ensuring accurate and timely registration of key life events including births, deaths, stillbirths, marriages, and civil partnerships.
Additional services include issuing certified copies of certificates, taking notices of marriage/civil partnership, and conducting statutory ceremonies (marriage, civil partnership, citizenship) as well as non-statutory ceremonies such as baby naming.
The service consistently meets key performance targets, with 98% of births and stillbirths registered within 42 days and 95% of deaths registered within 5 days.
In November 2024, the Register Office relocated to modern premises within the Civic Offices, featuring three dedicated registration rooms and two licensed ceremony rooms for marriage, civil partnership, and citizenship ceremonies.
About the Role and Our Ideal Candidate
We are seeking a highly motivated and experienced operational leader to join us as Registration Service Manager and Superintendent Registrar. This key front-line role involves leading and managing the delivery of an efficient, effective, and compliant Registration Service.
You will be directly accountable for service performance and quality, acting as the Council’s principal adviser on statutory duties and legal obligations as set by Parliament.
Key responsibilities include:
- Leading and managing the Registration Service in line with legislative requirements, national guidance, and performance targets
- Providing day-to-day management and professional supervision to staff
- Applying professional judgement to interpret and implement policies tailored to local needs
- Identifying and delivering continual service improvements to ensure cost-effectiveness and quality
- Leading projects and managing change within agreed cost, time, and quality standards
- Managing service budgets and resources to demonstrate value for money and support outcomes
This role requires excellent communication and stakeholder management skills, working closely with the General Register Office, Home Office, Medical Examiner, Hospital Bereavement and Chaplaincy Teams, Coroner Service, and Maternity Services.

Experience
Proven operational leadership experience with a strong understanding of statutory and legal obligations related to registration services.
Experience managing front-line public services, delivering performance targets, and leading teams effectively.
Demonstrated ability to manage budgets and resources to achieve value for money and service outcomes.
Experience working collaboratively with multiple stakeholders including government bodies and health services.

Qualifications
