About the Role

The Senior Commercial Manager is responsible for delivering commercial activities within the Delivery teams. This role provides leadership to HS2 commercial staff engaged in managing the major infrastructure contracts required to deliver the HS2 vision. Working alongside the supply chain and contractors within the development and delivery teams, the role assures and supports their commercial activities to provide an independent view to the Head of Commercial.
Pre-Contract
Responsible for developing commercial works information, reviewing works information from other functions and drafting contract documents to ensure consistency and alignment with procurement plans. Supports the Procurement team in developing and delivering tender evaluation models and contract documentation including terms and conditions and associated commercial mechanisms, works and site information consistent with strategies and procurement plans.
Procurement
Responsible for evaluating tenders and supporting moderation to achieve Contract Award. Develops contract management plans and supports contract readiness.
Post Contract
Accountable for providing commercial assurance to the Head of Commercial of all Delivery commercial activities (HS2 & Supply Chain), including delivering commercial and contract management of contracts to maintain effective commercial control. Administers the obligations of the Project Manager under the NEC3 Contract, including assessment of variations, compensation events, contract payments and performance incentives. Manages effective cost verification and reviews and analyses supply chain monthly reports to drive performance. Delivers input into contract level performance information for monthly MBR reports and provides final cost estimate updates. Supports monthly contract and programme performance reviews and other ad hoc reviews. Supports settlement of supply chain disputes and provides day-to-day ad hoc contract and commercial advice to the client team. Supports monthly identification of opportunities for project savings and development of associated proposals/business cases for approval. Supports development of a collaborative culture within the IPT that encourages innovation, enhances functional capability, creates consistency of performance, maximises knowledge sharing and embeds industry best practice. Supports relationship and engagement with key contractors and reviews estimates at all stages.
Leadership
Leads and reviews estimates and provides second key corporate governance approval of change and risk draw down in accordance with corporate governance requirements. Leads commercial resources, agreeing objectives, managing performance and development to ensure staff have the necessary skills and support to deliver in their roles. Provides domain knowledge in the development and maintenance of efficient and effective contract and commercial management policies, processes and procedures. Actively promotes and embeds Equality, Diversity and Inclusion (EDI) in all work and supports compliance with all organisational initiatives, policies and procedures on EDI.
Experience
- Managing commercial management teams in major complex infrastructure projects and programmes to deliver value for money for the Client/Employer.
- Working with or for publicly funded bodies and/or major publicly funded programmes.
- Planning, developing and implementing high value and complex contracts and working closely with procurement teams in tender preparation, administration and evaluation.
- Using commercial management and reporting systems.
