The council offers a strong level of support to vulnerable groups and those who need additional support, which has also increased significantly as a result of the pandemic. Like most places, the average age of our population is rising as more people are living longer, so we are working closely with residents to help them maintain their independence and further improve the cost effectiveness of our service to meet the ongoing rise in demand. Kingston is home to people from diverse and interesting cultures and backgrounds, which helps to create the rich sense of community shared across the borough. In particular, Kingston has a large Sri Lankan Tamil community and is home to more people from Korea than any other part of the UK. About the Role The role of Senior Insight Analyst supplies the advanced technical expertise and project leadership to transform data into insight that enables the Council to make evidence led decisions. Key activities include: Ensuring senior management has the evidence on which to base strategic and service specific planning To analyse, interpret and make recommendations on statistical information, producing information briefings based on the findings, creating high impact visualisations and data stories, which translate complex data into valuable and actionable insight Take responsibility for the accessibility, retrievability and security of specific sets of data and maintain and implement information handling procedures and develop innovative ways of managing and making full use of and derive benefit from the information assets of the organisation Work with stakeholders across the organisation to understand critical business issues, problems and questions, including understanding the business processes and KPIs of the organisation and how the data generated can be exploited Utilise your experience of a variety of tools such as MS Excel/Google Sheets, SQL, R and Power BI to define solutions and support colleagues in their use of such tools Responsibility for key team deliverables Looking forward and creating/developing relationships with data specialists in all sectors to understand and research new data streams and analytic options for use in the Council. About Us The Insight & Data Team provides an information and data analytics function for the whole Council. Our local authority is passionate about evidence-led service design and transformation and the team has a key role to play in that. The range of services accessing our team ensures that we have a varied, stimulating portfolio of projects. Our team performs a variety of tasks including specialist statutory functions for Adult Social Care, Children’s Services, Public Health and Community Safety. We also provide demographic and open data via the Kingston Data website, and data insight via needs assessments, data analysis, interpretation and visualisation. The role of Senior Insight Analyst involves a variety of tasks from the list above and may become a specialist in one or more of the areas. About You We are looking for a positive and enthusiastic person to join our close-knit team. The successful candidate will need to have the experience to lead workstreams and work independently to meet deadlines, whilst also being a strong team player who can work collaboratively within the team, organisation and with partners. Exceptional communication skills, both verbal and written, and a meticulous approach to data analysis are vital to this role. Required Qualifications & Experience: Significant experience in data analytics (local government experience desirable) Knowledge of and proficiency in business systems and software applications that support data collection and analysis and a high standard of ICT literacy - Excel/Google Sheets, RStudio, SQL, Power BI etc. Data governance, management and security experience Prior experience of leading projects and delivering identified outcomes to deadlines Further information as to the key skills and experience for the role can be found in the role profile.
