About the Role
As the UK’s communications regulator, Ofcom delivers vital work to make communications work for everyone. The Spectrum Group sets the long-term strategy for spectrum use in the UK, enabling access to wireless technologies such as TV, mobile, satellite, Wi-Fi, Bluetooth, and drones. The Space Spectrum Authorisation and Policy team supports innovative spectrum access, focusing on the rapidly evolving space and satellite sector.

This role provides policy and delivery leadership on new requests for spectrum access for innovative satellite and space services. You will lead specialist colleagues to assess requests, identify enabling solutions, and issue authorisations, including leading policy consultations where applicable. You will coordinate Spectrum Group’s engagement with space stakeholders and manage relationships with key partners.

You will work closely with economists, lawyers, and engineers to ensure applicants meet requirements, drive the development of internal decision notes, and contribute to external consultations and decisions. The role requires strong organisation, leadership, stakeholder engagement, and the ability to work independently and collaboratively within a team.

There are opportunities to represent Ofcom externally, gather market insights, and influence policy approaches across different sectors.

Your key responsibilities
- Lead and project manage end-to-end licensing processes for innovative technologies with autonomy
- Collaborate with technical colleagues, economists, and lawyers to assess applications and resolve policy issues
- Develop and draft policy consultations and decisions where relevant
- Manage stakeholder engagement and coordinate Spectrum Group’s relationships with space sector partners
- Identify improvements to policy and procedures to simplify application processes for applicants and Ofcom

Experience
- Experience in project management or policy development within government, regulation, or a relevant sector
- Proven ability to lead, mentor, and motivate colleagues while ensuring accountability and embedding best practices
- Delivery-focused with strong organisational skills to manage projects, prioritise resources, and meet tight deadlines
- Ability to collaborate effectively across disciplines and build consensus to deliver robust policy solutions
- Excellent communication skills, able to explain complex issues clearly in writing and verbally to diverse audiences
