About the Role
Join us to help shape Enfield’s streets for the future. At Enfield Council, we’re working to create a more vibrant, greener and healthier borough through our Journeys and Places programme. As part of this, we’re looking for a proactive and experienced Senior Traffic Order Officer to lead on the preparation and management of permanent Traffic Regulation Orders (TROs) that underpin our transport and public realm improvements.
As our Senior Traffic Order Officer, you will play a key part in enabling the delivery of a wide range of projects across Enfield. You’ll lead the drafting, checking and progression of permanent traffic orders in accordance with legislation, policy and best practice, ensuring they are robust, timely and compliant. You’ll work closely with colleagues across design, legal and transport planning teams, and liaise with enforcement, community engagement and highways staff to ensure traffic orders support delivery and are publicly accessible.
This is a newly created role within a newly formed team, giving you an opportunity to help shape how we deliver this important work.

Key Responsibilities
- Lead on the drafting and legal processing of permanent Traffic Regulation Orders to support scheme delivery
- Input into statutory consultations and legal publication processes
- Maintain up-to-date records and maps of TROs
- Supervise consultants or agency staff when required
- Ensure compliance with relevant legislation and Enfield’s local policies

Requirements

Experience
Strong understanding of the legal frameworks and statutory processes that underpin Traffic Regulation Orders and rights of way orders. Experience working in a local authority or consultancy environment is essential. A good grasp of the Road Traffic Regulation Act 1984, Traffic Management Act 2004 and Highways Act 1980 is required.

About you
Excellent organisation skills with an eye for detail. Confident in leading technical drafting and process management. Able to work independently and collaboratively with a track record of managing deadlines and communicating clearly across a range of audiences.

Qualifications
Relevant qualifications or experience in traffic management, transport planning, or related fields are desirable but not explicitly stated. A commitment to continuous professional development and learning is encouraged.
