Surveillance and Strategy Advisor: Community Based Surveillance


Location
Hybrid working based at any of UKHSA's Core HQs: Birmingham, Leeds, Liverpool, and London. Hybrid model requires a minimum of 60% of contractual hours (approximately 3 days a week pro rata) working at a core HQ.

Full Time, standard civil service working hours with flexible working patterns available.
Salary
Senior Executive Officer (SEO) £41,983 - £52,113 per year depending on location (National, Outer London, Inner London pay scales).
About the Role
The UK Health Security Agency (UKHSA) is seeking a Surveillance and Strategy Advisor to join the team responsible for surveillance transformation, focusing on community-based surveillance programmes and underpinning research. This role involves leading key elements of surveillance transformation across UKHSA, working closely with senior public health professionals, scientists, policy and operational teams, and external stakeholders. You will contribute to the development and delivery of sustainable community surveillance approaches aligned with UKHSA’s remit and strategic priorities, including pandemic preparedness and bio-surveillance networks.
You will oversee reporting of surveillance results to senior leaders and government, support parliamentary engagement, and contribute to learning and improvement initiatives nationally and internationally. The role requires adaptability to changing priorities and the ability to operate effectively in an ambiguous policy environment.
This position offers the opportunity to influence UKHSA’s future surveillance strategy, drawing on lessons learned from the COVID-19 pandemic and national pandemic exercises. You will work collaboratively across multidisciplinary teams and contribute to cross-agency initiatives to enhance the nation’s health security capability.

Security clearance at Baseline Personnel Security Standard level is required prior to appointment.
Experience
- Demonstrable expertise or understanding of the public health landscape or equivalent health-family discipline.
- Experience working in fast-paced, ambiguous, and ill-defined policy contexts.
- Proven ability to work across multidisciplinary teams and influence senior stakeholders.
- Experience collaborating with government departments or external organisations on programme planning and delivery.
- Excellent presentation skills with the ability to communicate complex concepts to technical and non-technical audiences.
- High competency with Microsoft Office 365 applications including Word, Excel, and PowerPoint.
