About the Role

Southwark Council owns approximately 2,500 commercial properties alongside a significant operational estate and an active acquisitions and disposals programme. These assets support vital council services and help deliver the best outcomes for Southwark’s current and future residents.
The Property Services Team provides a comprehensive in-house professional property and land management service and is seeking an experienced procurement and contract management professional to join the team.
This is an exciting opportunity to play a key role in shaping how Southwark manages its property-related contracts and procurement activity, helping to deliver value for money and high-quality services for residents.
You will provide an efficient, effective, economic and compliant procurement and contract management service for all contracted-out services within the Property Services Team. You will oversee the end-to-end procurement lifecycle for external contracts, from tendering and compliance through to contract performance monitoring and renewal, ensuring best value is achieved.
You will ensure optimum service delivery, strict adherence to regulations, continuous improvement, and accurate performance reporting. This includes drafting Gateway Reports and navigating them through the Council’s decision-making processes, including Departmental and Corporate Contract Review Boards, and where required, Council Committees and Cabinet.
You will also provide procurement and contract advice and support to other teams across the Planning and Growth department as required.
Experience
- Relevant qualifications and/or evidence of ongoing professional development in contract and procurement management
- Membership of the Chartered Institute of Procurement and Supply (CIPS), or working towards this (or equivalent)
- Experience of framework contracts and public sector procurement processes
- Strong knowledge of procurement regulations, thresholds and local authority governance processes
- Experience managing high-value, multi-supplier contracts
- Strong stakeholder management skills, with the ability to build effective working relationships internally and externally
- Ability to work independently and manage a varied and complex caseload effectively
- Exceptional attention to detail, with the ability to operate effectively in a fast-paced environment with competing priorities

Qualifications
