The Counter Terrorism (CT) Sanctions Team administers terrorist asset freezes in the UK under key regimes including The ISIL (Da’esh) and Al-Qaida (United Nations Sanctions) (EU Exit) Regulations 2019, The Counter-Terrorism (International Sanctions) (EU Exit) Regulations 2019, and The Counter-Terrorism (Sanctions) (EU Exit) Regulations 2019.

In this role, you will assist with managing CT sanctions designations, develop in-depth knowledge of the regimes, and review designation proposals from partners. You will provide concise, accurate, and timely advice to support Ministers and senior officials in making sensitive decisions with significant legal risk.

Key responsibilities include keeping senior officials and Ministers informed of developments, managing licensing requests in collaboration with Treasury Legal Advisers, leading and assisting with investigative casework related to suspected sanctions breaches, and supporting legal challenges alongside the Head of Litigation.

You will work closely with HM Treasury and FCDO policy teams on policy and operational implications of new CT sanctions measures, maintaining productive relationships across Whitehall. Strong communication skills are essential, as you will distil complex information into clear recommendations and explain these both verbally and in writing.

Successful candidates must be willing to undergo Developed Vetting (DV) security clearance, though they may start with Security Check while DV is in progress.

Requirements

Experience
Previous experience of financial sanctions and/or counter-terrorism is desired but not essential. The ability to quickly understand complex and competing issues and make evidence-based recommendations under pressure is crucial.

You will have strong analytical skills, creativity, and independence in decision-making. Excellent communication skills are essential to explain and defend recommendations clearly. You should be motivated, demonstrate the values of HM Treasury, and be able to quickly develop an understanding of a complex and sensitive area.

Ability to work collaboratively with a range of stakeholders and manage competing priorities effectively is important.

Qualifications
No specific qualifications are required, but candidates must be willing to undergo Developed Vetting (DV) security clearance. Applicants typically need to have lived in the UK for the past 10 years to allow meaningful security checks.
