This role is based within the Darlington Economic Campus, a cross-government hub focused on tackling key national issues while working closer to the communities we serve.

This challenging and high-profile role requires a self-starting and proactive individual with strong partner engagement skills and the ability to develop, drive forward, and deliver policy priorities often to tight deadlines. The focus is on developing the UK’s bilateral financial relationship with China and Hong Kong. The role suits those with keen political awareness, proven policy delivery skills, and an interest in the intersection of geopolitics and international finance.

Key responsibilities include:
- Leading the development of an ambitious financial services package for senior ministerial engagement with China, supporting overall policy development and negotiations.
- Driving policy to facilitate connectivity between UK and Chinese bond and equity markets.
- Enhancing UK-China cooperation on asset management and pensions.
- Building and maintaining strong relationships across the FCDO network in China and Whitehall to influence policy and advance UK interests.
- Leading ministerial briefings, speeches, and analysis, including quantitative analysis of opportunities and risks in China’s financial sector.
- Contributing to government economic security policy and providing challenge when necessary.
- Supporting wider departmental corporate objectives through active participation at team and group levels.

Requirements

Experience
Proven experience and detailed understanding of international or financial services issues. Ability to quickly grasp complex concepts, develop policy recommendations, and communicate them clearly to non-technical audiences.

Strong analytical and partner engagement skills with the ability to digest and communicate complex information clearly to inform policymaking. Strategic and diplomatic skills to spot opportunities, establish a vision, and bring others on board. Ability to work independently, manage a busy workload, meet deadlines, and prioritise effectively under pressure.
