Location
City of Westminster, with operational activities consolidated in Norcross, Blackpool, and a planned move to the Government Hub at Talbot Gateway, Blackpool in 2027.

Hours
Monday to Friday with flexible working options and hybrid working arrangements where the role permits. Office-based employees are expected to spend a minimum of 60% of their working time in the office, subject to site capacity and workplace adjustments.

Salary
£46,040 per annum, plus Ministry of Defence contribution of £13,337 towards the Civil Service Defined Benefit Pension scheme.

About the Role
The DBS Business Analyst plays a critical role in understanding and analysing user and business needs to ensure outcomes align with service vision and business strategy. You will act as a critical friend to challenge constructively and facilitate collaboration and communication with stakeholders to support design, build, and delivery of solutions that meet user needs.

Key responsibilities include:
- Requirement Gathering: Driving research and gathering business requirements to determine need and value.
- Process Modelling: Mapping 'As-Is' and 'To-Be' business processes using various tools.
- Gap Analysis: Evaluating requirements against current and target states to identify development opportunities.
- Impact Analysis: Assessing consequences of changes and scoping project design.
- Benefit Analysis: Leading identification of business-related actions to assist project delivery.
- Stakeholder Management & Engagement: Collaborating with business owners, change leads, and users.
- Facilitation: Identifying business needs with owners and users.
- System Analysis: Coordinating system analysis to translate business needs into technical solutions.
- Assurance & Quality: Applying recognised methodologies and quality gates.
- Traceability: Ensuring changes follow a fully auditable process.
- Business Improvement: Coordinating with Business Improvement teams to deliver project benefits.
- Business Solution Design: Aligning systems, workflows, and processes with target operating models.
- Delivery Products, Tools & Documentation: Producing frameworks, methodologies, specifications, user cases, UAT plans, defect analysis, and guidance to support change delivery.

Requirements

Experience
Essential:
- Change management experience in a project delivery environment.

Desirable:
- Knowledge and experience of shared services in the public sector.

Desirable or willing to work towards:
- Government Project Delivery Accreditation – Practitioner Level
- APMG Agile Business Analysis Practitioner
