About the Role
We have an exciting opportunity for a Head of Project Delivery Centre of Excellence & Profession to join our central team and play a pivotal role in strengthening project delivery capability across Parliament. You will lead the establishment and continuous improvement of Parliament’s project delivery profession and Centre of Excellence. This includes developing and embedding frameworks, standards, guidance, and toolkits aligned with government and industry best practice, while driving initiatives that enhance capability across the organisation.
A key focus of the role is building the professional community for project delivery. You will design and deliver capability-building programmes including training, professional development, knowledge-sharing, and career pathways. Working closely with PMOs and project teams, you will help forecast resource and capability needs, support workforce planning, and coordinate cross-Parliament resourcing activities.
You will also create and lead communities of practice, organise forums and thought-leadership events, and build strong networks across the public sector and industry. Acting as a senior advisor on project leadership and professional development, you will support Senior Responsible Owners and sponsors to strengthen strategic leadership capability.

Experience
- Proven track record of driving capability, learning, and professional development.
- Experience in project delivery and establishing professional functions.
- Exceptional interpersonal and networking skills with a history of building inclusive and diverse stakeholder relationships.
- Ability to facilitate senior-level group discussions and develop and present project delivery standards.
- Strategic thinking skills with the ability to anticipate and manage high-level risks and uncertainties.
