About the Role
The Highways Supervisor role sits within Resident Services and is responsible for overseeing all aspects of routine and non-routine maintenance and installation works carried out on the boroughs’ road networks. You will supervise operatives, agency staff, and contractors, ensuring highway works are completed safely, efficiently, and to the required standards. This includes managing out-of-hours winter maintenance standby and emergency response activities.
You will have full line management responsibility for the Highways Section workforce and support management in representing the Better Service Partnership (BSP) while liaising with external organisations. You will ensure Members’ queries relating to the service are handled promptly, professionally, and effectively.
Your leadership will promote a positive and productive working environment, supporting high standards of performance and consistent delivery of high-quality services to residents and stakeholders. You will also contribute to the digital transformation of the service by championing the use of digital systems and technology to improve operational management, performance reporting, workforce deployment, and service delivery.
Key duties include authorising expenditure and purchase orders within delegated limits, contributing to budget forecasting, carrying out daily site inspections, supervising winter gritting and out-of-hours activities, and ensuring compliance with relevant legislation such as the New Roads and Street Works Act (NRSWA) 1991 and the London Permit Scheme (LoPS).
You will perform all administrative duties associated with works from commencement through to completion, including timesheet approval, measurements, scheduling, permitting, purchase orders, and invoice submission. Ensuring compliance with Health and Safety legislation, Council policies, and safe systems of work is essential.
Supporting the delivery of a high-quality, customer-focused highways service through effective workforce management, operational planning, and performance monitoring is a key part of this role. You will also assist management with Members’ enquiries and support change programmes across the service.
Experience
- Proven experience in effective workforce control and discipline, including instigating the Council’s Codes of Conduct and Performance as necessary
- Experience managing, motivating, and developing staff to achieve high productivity and effective service standards
- Experience carrying out Risk Assessments and implementing recommendations
- Experience managing or assisting with daytime and out-of-hours emergency situations and winter maintenance procedures

Qualifications
- Valid driving licence
- NRSWA Supervisory Level qualification
- Winter gritting supervisory level qualification or willingness to obtain within 6 months of starting the role
Knowledge and Skills
- Extensive knowledge of highways reactive roadworks and related legislation
- Strong understanding of Health and Safety legislation relevant to highway works
- In-depth knowledge of the New Roads and Street Works Act and its application
- Proficient in using standard IT packages to an advanced level, including report writing (Word), presentations (PowerPoint), and data manipulation
- Effective oral, written, and presentation skills for internal and external communications
