About the Role
As an Outreach Rough Sleeping Coordinator, you will play a vital role in Westminster’s response to rough sleeping and homelessness. You will oversee rough sleeping, homelessness accommodation, and related services, ensuring support is coordinated and focused on helping people transition away from street-based lifestyles. This role involves shaping strategy, driving innovation, and ensuring effective collaboration between Members, partners, internal teams, and key stakeholders to reduce rough sleeping and support people with complex needs such as poverty, unemployment, and mental health challenges.

You will lead strategic projects and programmes of change, helping the service deliver agreed outcomes and continuous improvement. Partnership working is central to this role, requiring strong relationships across the Council and external organisations to translate into practical support on the ground.

As a leader, you will guide service delivery, support teams through complex work, and ensure resources are used effectively. You will combine a clear focus on outcomes with the empathy and judgement needed to work with people at some of the most difficult points in their lives. This is an opportunity to make a significant impact on a high-profile service in a prominent London borough, building on Westminster’s proud progress in this area and helping more people move towards safer futures.

Requirements

Experience
Substantial experience leading a significant service or function in a large, multi-disciplined organisation, with a strong track record in managing people, budgets, resources, and performance. Proven ability to translate strategic objectives into operational plans and lead project, programme, and change management initiatives.

Experience working in complex political and service environments, building relationships with senior managers, partner organisations, communities, public agencies, and statutory bodies. Strong financial and budget management skills, including business planning, quality, and performance management. Experience in procurement, supplier relationship management, and commercial thinking, with the ability to identify new commercial opportunities and deliver value for money.

About you
A visible and supportive leader who motivates and develops professional staff while fostering a positive culture. Passionate and driven to advance services, empowering teams and providing strong support.

Comfortable working across departments and organisations with a flexible, partnership-focused approach. Skilled in stakeholder management and communication to bring people together.

Customer-driven, inclusive, and committed to improving services. Strong commitment to equality and diversity, leading by example and encouraging continuous development.

Understanding of local government issues, including legal, financial, and political contexts, and statutory responsibilities.

Westminster City Council encourages applications from underrepresented groups and is committed to supporting Care Leavers into the workplace. Positive action provisions under the Equality Act 2010 may be applied where candidates of equal merit are identified.
