About the Role
The Cabinet Office's Future Civil Service, Government Skills, Pensions and Operations unit is the strategic and functional centre for the Government People Function and human resources (HR) in the Civil Service. This team supports over half a million civil servants by improving recruitment, training, workplace policy, HR strategy, and management excellence. The Business Unit works closely with ministers and departments to ensure the Civil Service is equipped to deliver for UK citizens, leading on cross-government HR strategy, organisation design, workforce planning, recruitment services, pay, pensions, employee policy, and enhancing employee experience.

The Civil Service and Royal Mail Pensions Team manages a range of public service pension arrangements with approximately 2.1 million members, including the Civil Service Pension Schemes, Royal Mail Statutory Pension Scheme, Ministerial Pension Scheme, Great Offices Pension Scheme, and European Parliament UK Representatives Pension Scheme. The role involves responsibility for defined benefit and defined contribution pension schemes, managing large outsourced administration contracts, and ambitious change programmes.

The Technical Manager leads a small specialist team providing expert technical advice on all pension schemes, ensuring informed decision making and compliance with relevant legislation. Reporting to the Head of Technical and working closely with the Pensions Policy team, the role includes providing expert advice to Cabinet Office Ministers, HM Treasury, project teams, scheme administrators, employers, and other stakeholders. The role also involves leading responses to legal challenges, representing the Cabinet Office at cross-government and external forums, investigating systemic non-compliance, managing scheme rule changes, deputising for the Head of Pensions Technical, and contributing to team culture and objectives.

Additional Information
Cabinet Office policy requires a minimum of 60% of working time to be spent at the principal workplace, with flexibility depending on business needs. The role requires Security Clearance (SC) and adherence to Civil Service behaviours and technical skills related to pension regulations and legislation.

Requirements

Experience
- Proven track record of managing and developing staff.
- Good understanding of UK pension scheme regulations and legislation.
- Experience working in the pension industry.
- Strong and effective stakeholder management skills.
- Experience helping colleagues at all levels understand complex pensions issues.
- (Desirable) Experience with public service pensions or private sector defined benefit schemes.
