Salary
Competitive salary with annual increments and cost of living pay awards. New hires normally start at the minimum of the pay scale, with potential for higher starting salary based on exceptional skills, knowledge, or experience.
About the Role
Lead on complex development and enforcement cases in a unique urban landscape, shaping balanced outcomes for our communities. You will be part of a dedicated team making a real difference to residents' lives. There are three distinct roles available – two in Development Management, including the innovative Fast Track Team, and one in Planning Enforcement. You will take a vital leadership role within the service, either leading highly complex planning applications and major projects from pre-application to final determination or managing the borough's most complex enforcement investigations.
If joining Development Management, you will evaluate development proposals, undertake site visits, negotiate complex schemes often valued at millions of pounds, and secure significant financial contributions through section 106 legal agreements. If joining Planning Enforcement, you will assess alleged breaches of planning control and instruct planning solicitors to enable formal enforcement actions or legal prosecutions.
In all roles, you will provide supervision, instruction, and technical mentoring to senior and planning officers, review recommendations, exercise delegated powers, and ensure high-quality report drafting. You will represent the Development Management service at planning committees, prepare appeal statements, and act as the Council’s expert representative at inquiries, hearings, and court. Strong relationship management is essential, engaging with applicants, agents, statutory bodies, councillors, and residents. You will also deputise for the Team Leader as needed to maintain service standards.

Experience
Significant planning experience, including handling major and complex applications within development management or planning enforcement environments. Practical experience supervising, mentoring, or leading planning professionals. Excellent knowledge of current planning legislation, national policy, and formal appeal procedures.

Exceptional interpersonal and communication skills, capable of constructing concise, persuasive arguments in written reports and formal presentations. Collaborative professional with strong negotiation and conflict resolution skills, able to build confidence and capacity in others through coaching and mentoring. Qualifications
Degree in town planning or equivalent professional qualification. Eligible for full membership of the Royal Town Planning Institute (RTPI).
