About the Role
Maintain high housing standards, protect local residents, and ensure every renter has a safe place to call home. As a Regulatory Support Officer, you will play a vital role in upholding housing standards across Kensington and Chelsea. Joining our Private Sector Housing team, you will deliver crucial administrative and technical support that keeps our private rented sector safe, well-managed, and fair for everyone.

Your focus will be ensuring that Houses in Multiple Occupation (HMO) mandatory and additional licensing schemes run seamlessly. You will process and validate licence applications in strict accordance with the Housing Act 2004, ensure accurate fee collection, and help maintain the new Private Rented Sector Landlord Database under the Renters' Rights Act.

A key part of your role involves detailed data research, intelligence gathering, and background checks on landlords to identify potential non-compliance. When required, you will prepare and serve statutory enforcement notices (including civil penalties) and risk-rate cases so Housing and Health Practitioners can target their inspections effectively.

You will also be a central point of contact across the borough, responding to customer enquiries with clarity, care, and competence. Whether liaising with landlords, tenants, emergency services, or internal council departments, you will help deliver a joined-up and trusted service every day.

At RBKC, we invest in our people, communities, and future. We offer a competitive salary, flexible hybrid working arrangements, generous annual leave allowance, and local government pension benefits. We actively support professional growth with clear progression opportunities, comprehensive training, and dedicated wellbeing support.

Kensington and Chelsea is home to diverse communities, thriving businesses, and unique local places. We take pride in delivering services with care and competence, listening to residents, acting with integrity, and working together to build a greener, safer, and fairer borough.

In this role, navigating complex statutory requirements and legislative changes like the Renters' Rights Act requires thoroughness and attention to detail. Your work directly protects residents, transforms regulatory challenges into opportunities, and builds lasting community trust.

Requirements

Experience
Prior experience working in a public sector or housing environment is required. A solid understanding of housing legislation such as the Housing Act 2004 and the Renters' Rights Act is essential.

About you
You are naturally inquisitive with strong investigative and analytical skills, enabling you to research data thoroughly, identify potential issues quickly, and resolve problems effectively. You are highly IT literate, proficient in Microsoft Office applications including Excel and Word, and comfortable maintaining precise digital records and workflow systems.

Excellent communication skills and a customer-focused mindset are essential to interact positively and constructively with residents, landlords, and key partners. You demonstrate high self-motivation, strong organisational skills, and a structured approach to managing a varied workload under tight statutory timelines.

Qualifications
This position requires a Standard DBS check, which will be conducted as part of the pre-employment screening process.
