Newham is an exciting, vibrant inner-city borough committed to putting people at the heart of everything we do. It has one of the largest private rented sectors in England and its Private Sector Housing Service leads the regulation of this sector through pioneering borough-wide property licensing schemes that protect tenants and landlords by deterring criminal landlords.
Over half of all families in Newham rent, many living in sub-standard dwellings and overcrowded Houses in Multiple Occupation. This presents a challenge and Private Sector Housing Officers play a vital role in improving the lives and quality of living for this vulnerable sector.
From the outset of employment, flexible working arrangements and training opportunities will be available. The role involves carrying out multi-agency inspections of unlicensed properties, licence condition checks, and inspecting properties in disrepair.
You will be responsible for delivering high standard regulatory work within the Private Rented Sector, protecting tenants and making the sector fairer. The role includes a mix of casework and project work, supporting tenants and proactively addressing both common and highly complex problems.
Newham is located only 5 miles (8 km) east of the City of London and north of the River Thames. The office is well connected by London Underground, Overground, Docklands Light Railway (DLR), buses, National Rail, and the Elizabeth Line. It is also close to major road networks including the M11 and M25.
Newham offers a Relocation Package of up to £7,000* to assist newly appointed staff required to move home because of their appointment. *Subject to eligibility criteria.
Experience
- Recent experience and competencies in private sector housing within a Local Government setting
- Knowledge of the Housing Act 2004 and other relevant housing legislation
- Practical experience of serving and enforcing housing legislation
- Competency in using the Housing Health and Safety Rating System (HHSRS)
- Experience carrying out housing inspections for disrepair and property licensing issues
- Knowledge and experience of compiling evidence and taking cases to court and the First Tier Tribunal
