About the Role
The London Borough of Harrow is seeking a dedicated and customer-focused Property Officer to deliver an efficient and effective range of services to leaseholders and freeholders across a designated property portfolio. You will manage a wide variety of leasehold and freehold matters, ensuring statutory, contractual, financial, and policy requirements are met while providing a high-quality service to residents.

This role includes administration of major works projects, including delivery of Section 20 statutory consultation processes and associated billing and income collection activities. You will manage annual service charge calculations and billing, investigate and resolve service charge enquiries, and oversee income collection and debt recovery processes. Additionally, you will handle right-to-buy transactions, assignments, enfranchisement cases, write-offs, and write-backs, ensuring all cases are progressed accurately and efficiently.

A key responsibility is the administration and enforcement of lease conditions, including investigating and addressing breaches of lease agreements, anti-social behaviour, and other leaseholder-related issues. You will provide advice and guidance to leaseholders and freeholders, responding to service requests and ensuring residents receive clear, professional, and timely communication.

You will maintain a thorough understanding of relevant legislation, contractual obligations, Council policies, and best practice guidance to ensure compliance in all areas of work. Collaboration with internal and external stakeholders such as Asset Management teams, Legal Services, contractors, service providers, advice agencies, and residents will be essential to deliver effective outcomes and high standards of customer service.

This role requires flexibility and a collaborative approach, with the ability to manage a varied workload, respond to changing priorities, and provide cover and support for other team members when required. You will play a vital role in protecting the Council’s interests, maximising income, maintaining positive resident relationships, and contributing to the effective management of the Borough’s leasehold and freehold property portfolio.

Requirements

Experience
Experience in property management or related fields is desirable to effectively manage leasehold and freehold matters, major works projects, and service charge administration.
