About the Role
If you enjoy working in a challenging, fast-paced environment and have a passion to tackle some of the worst properties, we have a vacancy for a fully qualified Senior Private Sector Housing Officer. Newham is an exciting, vibrant inner-city borough with one of the largest private rented sectors in England. Our Private Sector Housing Service leads the regulation of this sector through pioneering borough-wide property licensing schemes that protect tenants and landlords by deterring criminal landlords.

Over half of all families in Newham rent, many living in sub-standard dwellings and overcrowded Houses in Multiple Occupation. Senior PSHOs play a vital role in improving the lives and quality of living for this vulnerable sector.

From the outset, flexible working arrangements and training opportunities will be available. The role involves carrying out multi-agency inspections of unlicensed properties, licence condition checks, and inspecting properties in disrepair. You will be responsible for high-standard regulatory work within the Private Rented Sector, protecting tenants and making the sector fairer. Expect a mix of casework and project work, supporting tenants and working proactively to address both common and highly complex problems.

Newham is located 5 miles east of the City of London, well connected by London Underground, Overground, DLR, buses, National Rail, and the Elizabeth Line. Our office is 13 minutes from the M11 and 20 minutes from the M25. We offer a relocation package of up to £7,000 subject to eligibility for those moving for the role.

Requirements

Experience
- Expert knowledge of the Housing Act 2004 and other housing legislation
- Significant practical experience of serving and enforcing housing legislation
- Competency in using the Housing Health and Safety Rating System (HHSRS)
- Experience carrying out housing inspections for disrepair and property licensing issues
- Knowledge and experience compiling evidence and taking cases to court and the First Tier Tribunal
- Experience leading housing enforcement cases and delivering multi-agency operations

About You
You will be an experienced, hard-working officer with a good working knowledge of private sector housing within a Local Government setting. You must be flexible and able to work both independently and as part of a team. You will manage your own caseload confidently, make decisions, and demonstrate a problem-solving attitude.

As a Senior PSHO, you will have the ability to supervise people and projects, motivate colleagues, and improve team working. Excellent communication skills are essential to work effectively with internal and external partners and to support colleagues in resolving complex housing cases.

Qualifications
Fully qualified Senior Private Sector Housing Officer or equivalent relevant qualifications and experience in private sector housing enforcement.
