
Location
Hybrid working based at any of our Core HQs in Birmingham, Leeds, Liverpool or London. You will be expected to spend a minimum of 60% of your contractual working hours onsite (approximately 3 days a week pro rata, averaged over a month). Our offices are modern, newly refurbished, and benefit from excellent city centre transport links and co-location with other government departments such as the Department for Health and Social Care (DHSC).

About the Role
As Senior Service Delivery Manager, you will lead and manage the delivery of service and business activities to achieve agreed outcomes within time, cost, and quality constraints. You will provide day-to-day leadership and management of the service/project and team, setting project controls, delivery methodologies, and organisational structure appropriate to each stage. You will develop and draft Business Cases, manage budgets, identify and deploy resources, and ensure benefits realisation through effective tracking and ownership.
You will be responsible for stakeholder management, maintaining strong internal and external relationships, and managing risks and issues with appropriate mitigation and escalation. Supporting governance, assurance reviews, and change management processes will be key to your role, alongside providing guidance, coaching, and promoting continuous improvement within your team.
You will develop and maintain project plans, track delivery milestones, and report progress to sponsors. Effective communication with a wide range of stakeholders, including clinical and non-clinical staff, academics, corporate teams, NHS England, academic institutions, and public bodies, is essential. You will also engage in ongoing personal and professional development to meet the behaviours and competencies required for this senior role.
Experience
- Significant experience in service/business activity delivery management, including defining scope, deliverables, dependencies, time scales, resource requirements, and budgets.
- Proven ability to develop, commission, and update business cases.
- Experience in identifying, quantifying, mapping, and tracking project benefits to justify investment and provide assurance.
- Practical experience embedding change by integrating project outputs into business as usual (BAU).
- Confident leadership of multi-disciplinary teams, managing team dynamics and driving shared goals.
- Strong stakeholder engagement skills, including identifying, analysing, and communicating with diverse stakeholders.
- Ability to create an open, collaborative, and inclusive working environment, managing conflict and promoting equality.

Qualifications
- Masters level education / NVQ level 7 in Project Management or equivalent qualification or significant senior delivery management experience.
- Service management or digital/data project management qualifications such as ITIL or Agile.
Desirable
- Working knowledge of quality management processes throughout project delivery lifecycle.
- Ability to secure necessary resources for project delivery.
- Understanding of digital tools to maximise efficiency, e.g., Jira, Confluence.
- Strong experience delivering projects in public health and/or data solutions settings.
