About the Role
Are you a dynamic, creative, and delivery-focused Highways Engineering or Transport Planning professional? Tetra Tech is seeking a Senior or Principal Consultant level Highways Engineer / Transport Planner to join our Development Management Implementation (DMI) Team. This pivotal role involves leading a team of approximately 20 staff, providing technical expertise and delivering high-quality outputs to internal and external stakeholders, including Hertfordshire County Council (HCC). The role supports the delivery of Highways and Transport Professional Services under a long-term Professional Services Contract (PSC) with HCC, working closely within the Council’s Highways ‘One Service’. You will be responsible for managing and delivering a range of development management and implementation functions, including highway design, technical advice, project management, and stakeholder liaison. The position offers the opportunity to work in a collaborative environment with a hybrid working approach if desired.
Experience
- Significant highway design experience, ideally within a local authority environment or private sector developer.
- Professional and technical advice experience related to highways Section 278 and Section 38 Agreement works, including preparation or review of developers’ proposals and checking specifications for works on adopted highways or roads offered for adoption.
- Proven project management skills and desirable staff management experience.
- Experience preparing work programmes, costings, and budget management/monitoring for highway schemes.
- Reviewing developers’ method statements and traffic management proposals.
- Conducting road safety audits at all appropriate scheme stages.
- Carrying out site inspections during and post-construction, including preparation of remedial works and liaison with developers.
- Reviewing Transport Assessments and other transport and highways documents submitted as part of planning applications.
- Providing pre-application advice to developers on transport and highways matters.

Qualifications
- Degree or Masters in a relevant subject such as civil engineering or transport planning.
- Professional accreditation such as MICE or CIHT is preferred.
