This is a regional role requiring daily attendance across your portfolio sites.
Hours
Full Time - 37 hours per week with flexible working arrangements available subject to business needs. Hybrid working is supported with a minimum of 60% office presence expected.
Salary
£49,325 - £53,081 per annum
About the Role
The Ministry of Justice Property Directorate manages one of the most diverse and complex estates in Government, including prisons, probation services, MoJ headquarters, and Arm’s Length Bodies. As an Area Property Operations Manager (APOM), you will play a key role in delivering high quality facilities management services across the Greater London region. You will manage hard and soft FM contracts, oversee service delivery, ensure compliance with statutory and safety standards, and maintain strong relationships with clients, suppliers, and stakeholders.
This role requires excellent leadership, resilience, and customer engagement skills to deliver efficient and effective property services. You will be responsible for contract and project management, statutory assurance, and supporting the delivery of new ways of working and sustainability initiatives across the estate.
You will work closely with Property Operational Managers and Regional Property Operational Managers to ensure the portfolio meets operational requirements and supports the strategic priorities of the Property Directorate. Experience
- Strong background in property and facilities management disciplines with proven compliance to statutory, regulatory, and professional standards.
- Experience in commercial and financial management.
- People management skills including mentoring, motivating, and developing teams.
- Asset management, maintenance, and contract & supplier management.
- Managing complex customer relationships and stakeholder engagement.
- Managing multi-project programmes of maintenance or capital investment.
- Project management experience is highly desirable.

Qualifications
- Hold or be willing to work towards MIWFM or CIWFM, MRICS, or CEng accreditation.
- IWFM qualification at Level 3-4 or equivalent experience.
- Hold or be willing to work towards NEBOSH National General Certificate.
- Completed or willing to rapidly acquire National Engineering and Construction Contracts (NEC) Accredited Training and have a strong understanding of TFM contracts and NEC3 provisions.
- Suitable technical compliance training such as L8, HV/LV, Asbestos, Legionella, Fire Safety & CPFSI, and Construction Design Management awareness (with refresher training every 2 years).
- Commitment to join and actively participate in the Government Property Profession.
Support and funding will be provided to achieve these qualifications within six months of appointment, with ongoing training to maintain statutory and professional standards.
