About the Service and Team
The Operational Commissioning service area within the Commissioning, Insight & Delivery Division is responsible for brokering services for children and adults with care and support needs. This includes processing invoices from social care providers and supporting individuals who self-commission services via Direct Payments, Shared Lives, and Learning Disability floating support.

As a Brokerage Team Leader, you will balance leadership, service delivery, and financial accountability:
- Team Leadership: Supervise, plan, and organise a small team, motivate and support staff, conduct regular one-to-one meetings and annual appraisals, and deputise for the Service Manager as required.
- Service & Caseload Management: Manage a personal caseload and deliver service activities within agreed standards, identifying and securing appropriate placements and support services, utilising tools such as CareCubed.
- Negotiation & Commissioning: Negotiate all aspects of service arrangements including fees and start dates for home care, placements, day support, and transport to ensure best use of resources and commissioning within agreed budgets.
- Compliance & Improvement: Oversee compliance with commercial frameworks or block contracts, stay updated on policy, legislation, and contractual changes, and identify improvements to enhance service delivery.
- Crisis Management: Identify and respond to urgent or critical situations, liaising with professionals, providers, and relevant teams to ensure timely and coordinated responses.
