About the Role
HM Courts and Tribunals Service (HMCTS) supports the judiciary across England and Wales by running courts and tribunals and processing outcomes. As part of the Ministry of Justice, HMCTS Digital and Technology Services (DTS) provides specialist IT and digital support. The Business Analyst will deliver agreed business analysis outcomes including gathering and documenting business requirements, managing stakeholders, and identifying and tracking risks, issues, and dependencies. You will support understanding data management needs from a business perspective and apply a range of business analysis tools and techniques tailored to different stakeholders and scenarios.

This role offers the opportunity to develop your business analysis skills further while building strong relationships with senior stakeholders and progressing as a key member of the Business Analysis community.

Key Responsibilities
- Define project scope, goals, and objectives with Lead Business Analyst and senior stakeholders
- Understand project landscape including sponsors, stakeholders, subject matter experts, and delivery milestones
- Produce business analysis delivery plans to support project planning and set stakeholder expectations
- Lead workshops and stakeholder engagement to gather, refine, and validate requirements
- Manage delivery of business analysis outputs, monitoring risks, issues, dependencies, and constraints
- Support business analysis activities across the full project lifecycle including procurement, design, build, testing, and deployment
- Ensure business processes and policy objectives are clearly understood and reflected within product and delivery teams
- Support delivery of business and technology change, contributing to product and service development
- Lead problem definition and analysis with clear, structured investigation
- Collaborate with user researchers, service designers, and technical architects to inform strategic decision-making
- Define success measures and monitor performance throughout the service lifecycle
- Assess delivery approaches and measure outcomes to support continuous improvement
- Contribute to development and refinement of business cases with high-quality evidence throughout the product and service lifecycle

Requirements

Experience
- Extensive experience applying business analysis principles, tools, and techniques
- Proven ability to gather and analyse information to develop recommendations for service improvements
- Experience working with both technical and non-technical stakeholders to ensure clear understanding and communication of requirements
- Ability to analyse large volumes of complex information and develop practical solutions
- Experience designing, interpreting, and executing test plans
- Strong facilitation skills to bring together diverse stakeholders and reach shared understanding
- Experience working in multidisciplinary teams alongside product managers, user researchers, and service designers
- Good understanding of agile methodologies and experience working in agile delivery teams
- Ability to model complex processes across multiple business functions or programmes
- Skilled at identifying and managing risks, issues, assumptions, and dependencies across services

- Demonstrated problem-solving ability and experience delivering at pace as part of a team
- Ability to make informed decisions within agreed parameters
- Strong knowledge of HMCTS, particularly within a digital environment, or experience within a similar organisation

Qualifications
No specific qualifications are mandated; however, experience aligned with the Government Digital and Data (GDD) Profession Capability Framework and Success Profiles Framework is essential. Candidates should demonstrate capability in:
