
Location
Hybrid working based at any of UKHSA's Core HQs in Birmingham, Leeds, Liverpool, and London Canary Wharf. You will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, averaged over a month) working at one of these core HQs. Our offices are modern, newly refurbished, with excellent city centre transport links and co-location with other government departments such as the Department for Health and Social Care (DHSC).

Salary
Higher Executive Officer (HEO) salary is subject to base location and is per annum, pro-rata:
- National HEO: £33,422 - £40,731
- Outer HEO: £35,587 - £43,244
- Inner HEO: £37,749 - £45,353
Starting salary will generally be at the pay scale minimum for the grade, with possible flexibility in exceptional circumstances. Pay increases are through the relevant annual pay award.
About the Role
As a Business Change Manager, you will act as the lead on business change activities, supporting the delivery of business case benefits and outcomes within projects. You will assess the impact of change on stakeholders to ensure successful delivery and support the preparation of change management elements of the Business Case. Your responsibilities include creating and maintaining business change products such as change plans, impact assessments, and readiness documents.
You will support the Project Manager in preparing and updating the change plan and contribute to assessing business readiness before implementation. You will assist with identifying and tracking benefits alongside the Project Manager and/or Benefits Manager, and contribute to the development and maintenance of the communications plan.
Identifying stakeholders and including them in the stakeholder engagement plan is key, as is building strong working relationships. You will act as a point of contact for queries relating to business change activities and use digital tools and data to track change impacts, adoption, and progress.
You will promote recognised business change approaches and assist colleagues in applying best practice. You will also be an active member of the UKHSA Project Delivery Profession Community and be supported to work towards Government Project Delivery Accreditation if not already held.

Experience
Recent experience supporting business change activities or change implementation within a project, programme, or operational change environment is essential. Ability to analyse and summarise the impact of change on teams, processes, and stakeholders using structured approaches or tools is required.
About you
Excellent communication skills with the ability to build effective working relationships with a range of stakeholders. Awareness of business case development, benefits management, and change control. Understanding of planning, scheduling, assurance, risk and issue management, and governance. Ability to use digital tools to support change tracking, assess impacts, and monitor adoption of new ways of working. Strong capability in Microsoft Office applications, specifically Outlook, Word, Excel, and PowerPoint.
Qualifications
