About the Role
As Capital Investment Manager, you will play a central role in delivering impactful projects within the Westminster Major Works Programme. The Major Works team manages complex capital projects across Westminster’s housing stock, ensuring homes are safe, high quality, and sustainable. You will support the Senior Capital Investment Manager as part of a high-performing, multi-disciplinary team to deliver projects on time, on budget, and to the highest quality standards.
Your responsibilities will include commissioning, planning, executing, and completing Capital Works projects across all stages, ensuring resident voices inform key decisions around decanting, design options, site logistics, and social value outcomes. You will follow robust programme governance and management frameworks, including feasibility assessments, cost control, risk and issue management, and compliance with statutory, financial, and contractual obligations.
You will develop and implement Scheme Quality and Delivery Plans tailored to project complexity, statutory requirements, and Net Zero targets. Monitoring, managing, and reporting on project performance will be key, alongside checking service provider performance to ensure targets and standards are met. Proactive risk management and dispute resolution are essential.
Keeping stakeholders and residents informed through timely, relevant reports is a vital part of the role. You will collaborate with teams across the Council to drive effectiveness and innovation. Experience
Proven experience delivering complex, multi-disciplinary capital programmes across all RIBA stages (0-7) to time, budget, and quality. Demonstrated success in leading projects with high levels of resident and stakeholder satisfaction, ensuring accessibility and responsiveness to diverse communities. Experience driving value for money through procurement, contractor performance, scope management, and quality control.
Practical construction knowledge including plant, equipment, materials, and on-site working methods to ensure effective and deliverable solutions. Skilled in construction methods and sequencing, with the ability to plan and manage programmes using scheduling software to build, analyse, and adjust timelines.
Strong contract management experience with JCT and NEC contracts, managing performance, change control, disputes, and compliance across multiple service providers. Ability to deliver results under pressure and with limited resources.
Comfortable operating in complex political and partnership environments, collaborating with senior officers, councillors, residents, statutory bodies, and external agencies. Experience onboarding new service providers.

Qualifications
Relevant professional qualification or Chartered Membership (or working towards) of a relevant Professional Body such as MRICS, MCIOB, or APM. Equivalent demonstrable experience will also be considered.
