Hours
Fixed term, 2 years. Based in the Borough four days a week.

Salary
Competitive salary with annual increments and cost of living pay awards. Starting salary normally at minimum of pay scale, with potential for higher starting salary for exceptional candidates.

About the Role
Modernise our public safety network and build a safer, more resilient borough for our community. As CCTV Programme Manager, you will lead the transformation of Kensington and Chelsea’s public safety CCTV network, upgrading critical infrastructure and ensuring public spaces remain safe and secure for all residents.

This role involves leading the strategic transformation of the CCTV service, ensuring network infrastructure, fibre systems, and technology are modern, cost-effective, and future-proof. You will oversee all operational workstreams, manage public realm budgets, and maintain effective partnerships with the CCTV Control Room Service.

Key responsibilities include reviewing and upgrading camera assets borough-wide, coordinating Neighbourhood Community Infrastructure Levy investments, and actively monitoring service providers to ensure contractual standards are met.

You will work closely with residents, elected members, police partners, and internal teams to deliver community safety priorities with care, competence, and fairness. Chairing resident-led advisory groups and providing expert technical guidance to senior leadership will be a vital part of your role, ensuring community voices shape how public spaces are protected.

Requirements

Experience
Professional knowledge of CCTV management standards equivalent to BTEC Level 4 in Managing CCTV Control Rooms.
Extensive technical and operational experience with public space CCTV systems.
In-depth understanding of relevant legislation including the Data Protection Act, UK GDPR, and RIPA.
Proven experience in risk management, contract negotiation, budget oversight, and managing complex projects at pace.
Strong analytical skills and excellent communication abilities to negotiate effectively, solve operational challenges, and build trusted relationships with partners and councillors.

Qualifications
