Salary
£44,380 to £52,212 per annum depending on skills and experience. In addition, a flexible benefits fund of 20% is paid on top of the base salary and is fully pensionable, alongside a range of competitive benefits.
About the Role
As the Commercial Assurance Manager at HS2 Ltd, you will provide assurance that the company’s commercial controls—from procurement through contract management to contract completion—deliver value for taxpayers’ money. This role supports HS2 Ltd’s compliance with HMT’s "Managing Public Money" framework.
You will lead independent reviews of procurement and investment decision-making assurance activities across the procurement lifecycle and post-contract award, acting as an advocate for the integrity of assurance.
Key responsibilities include leading procurement and contract management assurance at critical stages, producing assurance reports, collaborating with Commercial Compliance and Procurement teams to ensure findings are understood and acted upon, and supporting the implementation and embedding of HS2’s commercial assurance policies and strategies.
You will also drive continuous improvement of the assurance framework, maintain effective stakeholder relationships, manage external assurance partners, and contribute to assurance engagement and training materials.

Experience
- Delivering procurement and contract management assurance across major programmes or complex organisations with multiple stakeholders
- Managing multiple workloads and work strands with varying deadlines
- Assurance, internal control or audit experience in both private and public sectors is preferable
About you
- Ability to lead end-to-end delivery of assurance reviews to a professional standard and agreed deadlines
- Skilled at identifying and scoping the impact of assurance findings and communicating implications to diverse audiences
- Strong engagement and influencing skills with senior management and executives
- Experience working collaboratively across functions
- Proficient in Excel, MS Project and PowerPoint
- Project management, leadership and team-working abilities

Qualifications
- Educated to degree level or equivalent
- Knowledge of applicable EU and UK procurement legislation
- Understanding of procurement and contract management lifecycle
- Familiarity with a range of assurance activities, tools and techniques
- Experience within a procurement assurance function including policy and process development
- Professional procurement and/or assurance qualifications (e.g. MCIPS, Audit) or equivalent
- Awareness of government initiatives and policies
