About the Role
This role sits within UK Health Security Agency’s Commercial, Vaccines and Countermeasures Delivery directorate, part of the Major Programmes Commercial team. Operating at pace in a commercially complex environment, you will support the procurement of a diverse range of goods and services in a highly competitive global market. You will join the team at an exciting time as UKHSA continues to build a best-in-class commercial function, working collaboratively with stakeholders and commercial partners across the UK and globally to deliver innovative, value-for-money, and flexible commercial solutions for the Countermeasures and Preparedness portfolio.
The team leads on the storage and distribution of vaccines, medicines, medical consumables, and selective vaccines, working closely with delivery partners such as 3PLs, NHS supply teams, and all UK nations. They ensure seamless delivery by maintaining robust relationships, upholding the highest quality standards, and leveraging expertise in Good Distribution Practice (GDP) to safeguard supply chain integrity and public health.
As Commercial Manager, you will lead a range of commercial activities including sourcing and contract management across the Preparedness and Countermeasures team. This dynamic and challenging role requires confidence in managing complexity, applying judgement, making decisions, and collaborating effectively with team members, suppliers, and programme stakeholders. You will also need to work comfortably in ambiguous situations at times.
Your responsibilities will include delivering commercial solutions on time and within budget, developing sourcing and contract management strategies, managing competition exercises via the e-tendering portal (Atamis), leading contract and supplier management activities, drafting commercial documents, conducting market and supplier analysis, leading business case development with commercial content, reporting on key performance indicators, publishing notices in line with legislation, and ensuring compliance with UKHSA Standing Financial Instructions and government best practice.
This role requires a high level of accuracy and the ability to work to deadlines in a fast-paced, ever-changing environment.
Experience
- Evidence of procurement, contract management, and/or commercial delivery
- Good knowledge of public sector procurement legislation and commercial principles
- Experience delivering to deadlines in a fast-paced and changing environment with conflicting priorities
- Strong stakeholder management skills
- Experience working to high standards and maintaining accuracy

Qualifications
