Location
Hybrid working based at one of our Core HQs in either Leeds or London (Canary Wharf). Hybrid working model requires a minimum of 60% of contractual hours on-site (approximately 3 days per week averaged over a month). Our offices are modern, newly refurbished, with excellent city centre transport links and co-location with other government departments such as the Department for Health and Social Care (DHSC).

About the Role
Financial Strategy sits at the heart of organisational decision making, bridging finance and policy communities. You will work closely with UKHSA Senior leaders to protect the Accounting Officer in accordance with Managing Public Money. The role requires forging strong and influential relationships with internal and external stakeholders including strategy, policy, HR, commercial and operational colleagues.

You will work across the organisation at all stages of policy development and delivery, ensuring cohesive strategic decisions, investment approval, and compliance with delegated authority.

Key responsibilities include:
- Acting as a trusted expert on Organisational and Cross Government Spending controls, providing insight to evidence-based decision making, clarifying financial implications of policy options, and assessing financial risks.
- Providing strategic financial advice to Ministers, Senior Officials, and decision-making bodies.
- Ensuring the Accounting Officer can justify and defend public fund use to Parliament by leading financial clearance of ministerial submissions.
- Leading budget settlements, business planning, forecasting, and modelling.
- Developing strong collaborative relationships with DHSC finance and policy teams and contributing to governance processes.
- Working closely with the finance function on annual budgeting to align organisational financial planning with departmental strategy.
- Representing UKHSA in cross-government engagements including HM Treasury, Cabinet Office, and other departments.
- Managing the relationship with HM Treasury to ensure compliance with their conditions.
- Leading financial reviews with senior stakeholders.
- Providing coaching to improve financial knowledge across the business.
- Horizon scanning to identify potential issues and supporting directorates in developing solutions.

This role is pivotal in ensuring value for money, financial integrity, and strategic alignment across UKHSA’s operations.

Requirements

Experience
- Strategy or policy experience in a complex organisation.
- Strong stakeholder management skills with the ability to build positive, collaborative relationships at all levels.
- Experience advising senior leaders on difficult business decisions under tight deadlines.
- Knowledge of financial frameworks, budget setting, and financial systems.
- Experience in financial and budget planning, including forecasting, analysis, and modelling.
- Proven ability to maintain overarching budget control schedules.
- Track record of delivering multiple projects under pressure with resilience and a can-do attitude.
- High proficiency in Microsoft Excel and other Microsoft Office tools (Word, PowerPoint).
