St Thomas’ has one of the largest critical care units in the UK and one of the busiest emergency departments in London. It is also home to Evelina London Children’s Hospital. Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients. In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. Our merger provides a once in a generation opportunity to build a lasting, world-renowned heart and lung centre, providing the highest quality care for patients and conducting world-leading research. In partnership with King’s College London we have dedicated clinical research facilities including an MHRA accredited Phase I clinical trials unit. Job overview This is a role which will be key to the Trust’s role as leader and influencer in South East London and to achieving Essentia’s strategic ambitions. The role is a crucial post to play a leading role in the delivery of a world class Estate. The role will report to the Executive Director, Development and Compliance, with responsibility for leading the successful delivery of a number of programmes that comprise of complex capital and small works projects including refurbishment, compliance and backlog infrastructure projects across the GSTT estate. The projects in the programmes will range in scale, complexity and value and must be delivered to specification, cost and time. Our estate is highly congested and busy operational hospital environments where quality of clinical experience throughout the works is absolutely critical. Main duties of the job · Directs and managing the delivery of all projects within the plan from RIBA stage 2 (handover period can vary, depending on project needs and will need to be managed locally between strategy and delivery team/s). · Direct appointing, managing and directing internal and external project teams and consultants (where appropriate); · Develops strategy and practice for the efficient and effective procurement and subsequent management of design team consultancy services and main contractors; · Works collaboratively with the central PMO team to ensure that the established and implemented project controls support consistent and effective means of monitoring and reporting performance, across services supporting the delivery of GSTT’s capital projects programme; · Leads key stakeholder engagement and integrating service delivery to ensure excellent. · Delivers exceptional customer service, meeting agreed targets and objectives; · Drives a zero-tolerance safety culture across the team and with all suppliers to secure delivery of a safe, healthy and secure environment for students, staff and visitors. Working for our organisation Essentia is part of Guy’s and St Thomas’ NHS Foundation Trust. Responsible for non- clinical healthcare services, Essentia designs, builds and maintains healthcare infrastructure vital to the smooth running of healthcare services. This encompasses everything from construction projects and healthcare planning to waste management, housekeeping, transport and security. Essentia employs around 1,900 people, who provide essential facilities management support to clinical teams working across the acute hospital of Guy’s and St Thomas’, Royal Brompton and Harefield as well as the South East London Community and other partner Trusts. It combines high standards and public sector values with commercial focus, innovative thinking and modern technology to create the best possible patient experience. Detailed job description and main responsibilities Capital Projects · Lead, manage and coordinate the delivery of major projects or a programme of projects from inception, design, construction, mobilisation and post project reviews to agreed specifications, achieving time, cost, quality parameters and full compliance with health, safety, statutory and environmental obligations and best practice. · Ensure all projects represent best value for money and that appropriate and effective risk management, corporate governance and audit controls are in place. · Ensure the Institutional imperative to maintain a high-quality environment and the high Institutional priority of improving the patient and staff experience throughout the programme/project period are met, adopting appropriate risk mitigation strategies and making transparent the likely trade-offs required; · Ensure full and transparent reporting, inter alia, to meet the requirements of governance / committee procedures, standing financial instructions (SFIs) for consistent project/programme reporting. · Work closely with the Strategy, Property & Asset Management team to deliver Estates solutions to support the Estates Strategy and effective management of space. · Establish and maintain close working relationships and effective stakeholder management with external partners and internal clinical groups and Departments to ensure that Estates projects are consistent with, local plans and operational requirements. · Ensure a consistent approach to capital project delivery, including support the Head of Commercial with the management of framework consultants and contractors and reporting of supplier performance. · Review and develop the systems and processes to deliver the programme of capital projects in support of achieving business needs. · Drive a zero-tolerance safety culture across the team and with all suppliers to secure delivery of a safe, healthy and secure environment for patients, staff and visitors. · Manage processes for establishing realistic project budget estimates, cost plans, cash-flows and regular forecasting across capital projects. · Work with Director, Strategy, Property & Asset Management to the development of strategy for efficient and effective delivery of capital programmes/projects, including consultant and contractor procurement, forms of engagement, management of risk, contingencies, best value and cost planning. · Ensure appropriate performance management of external contractors, consultants and other service providers engaged to deliver capital programme projects. · Ensure proactive and excellent communications about projects and programmes to the wider GSTT teams, with all stakeholders and liaising with the Essentia Communications Team. · Lead and manage professional teams, both in house and outsourced, promoting a customer focused, constructively challenging, responsive and adaptable service. Performance Management · Work within a performance management framework, ensuring that clear performance measures are in place across the team, and manage a process of continuous improvement in relation to service delivery, identifying innovative approaches and best practice. · Analyse performance across the Trust’s entire asset base in relation to performance targets and strategic objectives, developing strategies and business plans, providing advice in areas where expert opinion differs. · Be accountable, and hold staff accountable, for the delivery of all agreed objectives and outcomes for the Trust, Essentia and any external clients or partners. Ensuring that effective action is taken as appropriate, where performance is at risk of falling below expected standards. · Ensure that appropriate strategies, plans, delivery and implementation frameworks are in place to ensure that an excellent environment for patient care is maintained at all times, formulating and adjusting plans and strategies in anticipation of complex environmental and political changes. Financial Management · Ensure that services and projects are delivered so as to achieve value for money and meet all financial targets. · Ensure all staff comply with the Trust’s financial standing instructions and financial procedures, and work to the highest standards of probity and integrity. · Ensure capital projects are delivered within an agreed capital cost envelope. · Maximise the income achieved through property transactions while controlling expenditure to meet agreed budgets and savings targets. · Play a lead role in business planning including identifying property related cost improvements. Leadership · Lead the team and self by example modelling the Trust values and behaviours, ensuring that equality, diversity and inclusion objectives of the trust are championed, supported and implemented. · Ensure that team structures and individuals employed within the various services are organised to achieve maximum effectiveness in delivering Trust, Clinical Groups and Essentia objectives. · Develop and lead a team that will drive and support high performing business performance based on sound and relevant data. · Ensure that staff are effectively managed and developed within a performance appraisal framework including personal development plans, to ensure an efficient, engaged and highly motivated workforce. · Ensure compliance with all mandatory training and optimal completion of Trust/NHS staff surveys. · Actively promote good communication and employee engagement throughout the Essentia workforce, exemplifying the values and behaviours of the Trust and the Essentia Way. · Promote effective leadership to Essentia staff, encouraging ‘one team’ working and breaking down management barriers and divisions that have developed over time across Essentia. · Responsible for the recruitment, induction, training and development for all accountable staff, including objective setting, motivation and appraisal, and to be responsible for all performance issues relating to the team. · Lead the reconfiguration of working practices and strategic resource levels required to achieve on going optimum flexibility in the workforce to service anticipated and existing business. · Invest in the development of all directly accountable employees on an equitable basis and promote career progression. · Provide visible leadership to promote a fair and just culture that ensures that Essentia is responsive to the needs of diverse staff. · Contribute to talent management and succession planning across Essentia. Corporate responsibilities · Be a key member of the team setting and delivering the long-term strategic estate development agenda for the Trust. · Deputise for the Executive Director Design & Development, Essentia, as required. · Represent Essentia at Trust level senior management meetings as necessary. · Represent Essentia and the Trust at ICS, Regional and National levels as and when required. · Actively promote and champion the equality, diversity and inclusion ambitions of the Trust and Essentia. · Contribute fully to Essentia corporate management and strategic development together with other executive colleagues as an active participant in the Essentia Group Board, Executive Team and in presenting to the Board of Directors and external partners and customers. · Participate, and on occasion lead, negotiations with external providers and enhance the Essentia brand working in conjunction with other colleagues. · Participate in the performance management of Essentia at corporate level. · Take responsibility for the delivery of specific change and transformation projects on behalf of the Chief Executive, Essentia Group. Responsibility for Policy and Service Development · Implement policies for capital projects and contributes to policy and service development as a member of the Essentia leadership team, as appropriate. · Identify process improvements and develop projects and assignments to respond to organisational and/or policy changes and initiatives more effectively. Other · From time to time, to provide support to Essentia colleagues undertaking other duties as required, which are consistent with the grade and nature of the post. The role includes work on special projects as they arise. · Strict adherence to departmental health and safety regulations and requirements. · Any other duties appropriate to the role. · Requirement to work at any other site used by the Trust, partners or clients. · The successful applicant will be required to work on site 4 days per week. Person specification Knowledge Essential criteria Degree level education plus a post graduate management qualification. Professional qualification (Engineering or construction discipline) Relevant capital projects professional registration eg architect, engineering, surveying or in construction or design. Experience Essential criteria Strategic planning including sourcing options and procurement for major capital programmes. Strong knowledge and experience of contract management and procurement, cost management and budgeting and supply chain management. In depth experience of managing capital construction projects gained working for large multi-site organisations. Relevant experience in successful delivery of a complex capital programme with responsibility for procuring and managing major capital programmes : - in excess of £50m in value Skills Essential criteria A natural collaborator, working cross functionally and at all levels, internally and externally. Ability to analyse, synthesise and interpret highly complex data, filtering and interpreting information to identify and focus on issues to be addressed at board level utilising special software such as CAD .
