About the Role
Tower Hamlets is a vibrant, multicultural borough rich in history and diversity. The Environmental Protection Team plays a crucial role in controlling excessive noise and vibration across the borough, working collaboratively with Council departments including Planning, Licensing, Arts and Events, Health and Housing, as well as local residents and external contractors. This role involves assessing complex acoustic reports for Planning applications, providing expert advice based on current legislation and the Tower Hamlets Local Plan, and managing Control of Pollution Act (COPA) 1974 section 61 applications and works dispensations. You will conduct statutory noise nuisance assessments, analyse sound level meter data using specialist software, and prepare detailed responses to Environmental Information Regulations, Freedom of Information requests, and Ombudsman enquiries. The role also involves following up on public service requests and acting as a statutory consultee and advisor to other council teams such as Planning, Building Control, Licensing, and Highways & Engineering. You will liaise with external partners and attend meetings on environmental protection issues as required. The position offers structured CPD training opportunities, advisory and enforcement work, and a minimum of 6 weeks paid leave annually. A strong understanding of relevant planning legislation, noise standards (BS 5228, 4142, 8233), and recent guidance from WHO, IOA, ANC, and Defra NPSE is essential. A noise-specific qualification such as an MSc or Diploma in Noise Control and Acoustics is required.
Experience
Recent experience providing comments on large-scale Planning applications; leading complex noise and pollution investigations including detailed site measurements, analysis, and interpretation of acoustic reports; knowledge of Case Law precedents related to statutory, public nuisance, and Licensing controls; substantive local authority enforcement experience is advantageous.

Qualifications
Essential: Noise-specific qualification such as MSc or Diploma in Noise Control and Acoustics; thorough knowledge of relevant legislation and good practice including Environmental Protection Act 1990, Control of Pollution Act 1974, and standards BS 5228, 4142, 8233; familiarity with guidance from WHO, IOA, ANC, Defra, and the revised National Planning Policy Framework. Applicants with relevant degrees or diplomas and substantive enforcement experience may be considered for higher grade appointments.
