About the Role

As a Finance Manager, you will play a pivotal role in supporting services to achieve this mission while transforming financial delivery across the Council. You will be a key contact for senior stakeholders including Corporate Directors and Heads of Services, providing professional counsel and inspiring your team to deliver value for money, develop opportunities, and embed commercial practices.

As a senior manager within the Finance Team, you will lead on financial control to enable sustainability, empower staff as finance professionals, and champion value for money aligned with the Medium-Term Financial Strategy.

We are recruiting for Finance Manager roles in the following areas:

Finance Manager – Adults & Health
Lead financial forecasting for Adult Social Care external placements, conduct complex financial modelling and variance analysis, support transformation initiatives, deliver timely financial reports, complete statutory returns, provide demographic and economic forecasts, advise on trading companies and externalised services, and analyse financial implications of long-term care accommodation solutions.

Finance Manager – Inclusive Economy & Housing
Lead financial planning for major housing redevelopment and acquisition projects, manage relationships with housing companies and partnerships, conduct long-term financial modelling, present investment options, oversee loan commitments, provide financial input into Cabinet reports, ensure accurate reflection of projects in the HRA business plan, contribute to governance boards, identify external funding opportunities, and lead a small team collaborating across departments.

Finance Manager – Financial Strategy (Revenue)
Lead a team developing the Medium Term Financial Strategy and budget management, model growth and savings, forecast key income streams, support scenario modelling, coordinate budget setting and monthly monitoring, provide evidence-based options for savings and investments, ensure consistent financial procedures and governance, and drive continuous professional development.

Finance Manager – Financial Strategy (Capital & Treasury)
Lead a team managing the capital programme, treasury management, year-end accounts, audits, and reporting. Provide expert advice on capital and treasury matters including grants, commercial investments, and complex lease arrangements. Present reports at board level, ensure governance and controls, collaborate to improve systems, and promote professional development.

Finance Manager – Financial Controls
Lead a team responsible for the annual statement of accounts and VAT advice, oversee production and audit liaison, provide expert guidance, review financial regulations, ensure governance and controls, collaborate to improve systems, and drive continuous improvement.

Requirements

Experience
Proven management experience in finance, including driving change within services and teams. Experience working within Business Partnering functions such as Adults and Health or Inclusive Economy & Housing, or with Financial Control, Strategy, and Capital Finance areas. Strong stakeholder management skills are essential.
