About the Role
Working at HM Treasury places you at the heart of government, influencing decisions that shape the UK economy and impact lives across the country. This is a fast-paced, dynamic environment offering unparalleled insight and the chance to advise Ministers on key financial services policies. You will join the Financial Services Group in a Grade 7 leadership role, leading policy development and delivery across a portfolio of financial services issues that affect UK consumers, businesses, and economic growth.

There are up to 11 roles available, covering domestic and international policy development, regulatory reform, legislation, market strategy, and strategic stakeholder engagement. You will operate in a high-profile environment with regular exposure to Ministers, senior leaders, and external stakeholders, requiring strong judgement, strategic thinking, and relationship-building skills to influence outcomes across organisational boundaries.

Successful candidates will play a leading role in delivering the Government's objectives for a competitive, innovative, resilient, and well-regulated financial services sector.

Key Responsibilities
- Lead the development of government’s long-term strategy across your portfolio, ensuring policies are evidence-based and aligned with wider government priorities.
- Design and develop policy proposals, resolving complex challenges and responding to ministerial priorities.
- Oversee delivery of policy reforms, programmes, and legislation from approval to implementation and evaluation.
- Provide high-quality advice to Ministers, special advisers, and senior officials.
- Build and maintain effective relationships with government, regulators, industry, consumer groups, and international partners.
- Line manage and develop team members, fostering an inclusive and high-performing environment.

Roles Available
1) Americas: Lead UK financial services relationships across the Americas, influencing bilateral and multilateral discussions.
2) Business Engagement: Lead strategic engagement with financial services businesses to inform government policy.
3) Business Lending: Drive policy changes to support access to finance and advise on business banking issues.
4) Challenger Banks & FinTech: Support the UK as a global centre for challenger banks and fintech innovation.
5) Consumer Credit: Lead reforms for a modern consumer credit framework balancing innovation and protection.
6) Europe Middle East and Africa: Shape UK financial services engagement across diverse and strategic markets.
7) G20 Digital Assets: Lead policy for the UK’s G20 Presidency on digitalised markets.
8) Homeownership Schemes: Lead policy on government-backed schemes to improve access to homeownership.
9) Mortgages: Shape policy for a resilient and competitive mortgage market.
10) Pensions Markets: Lead policy for well-functioning pension markets supporting savers and sustainability.
11) Pensions Investment: Lead policy to unlock productive pensions investment supporting UK growth.

Requirements

Experience
Applicants should demonstrate the ability to lead complex policy work, collaborate effectively, apply sound judgement, and recommend conclusions under uncertainty. Experience in financial services policy or related sectors is highly desirable.

About you
You will have strong strategic thinking skills, excellent communication and influencing abilities, and the capacity to build effective relationships with senior stakeholders. You should be comfortable working in a fast-paced environment with exposure to Ministers and external partners. Leadership experience and the ability to manage and develop teams inclusively are essential.

Qualifications
There are no formal qualification requirements; however, a strong track record of policy development and delivery within financial services or government is advantageous. Successful candidates will be required to complete Baseline Personnel Security Standard (BPSS) checks and Security Check (SC) vetting.
