About the Role
Balfour Beatty are seeking a Head of Health Safety and Wellbeing (HSW) to join our Rail team and lead the Health Safety and Wellbeing function for our Rail Systems portfolio. You will drive HSW performance, ensuring efficient and effective service and support levels to meet and where possible exceed operational requirements, supporting the HS&W Director in achieving Zero Harm.

You will directly partner with the Rail Systems Operations Director to ensure projects comply with legislation, the UK Business Management System (BMS), and client health, safety and wellbeing requirements. You will manage and work with Rail Systems delivery teams to provide technical advice, guidance and support on health, safety and wellbeing matters.

Key responsibilities include overseeing contractual and regulatory requirements, regularly inspecting worksites and contract deliverables to ensure compliance, and advising HS&W teams accordingly. You will support business development teams with health, safety and wellbeing responses for new business opportunities.

You will provide advice, support and direction to all project HS&W teams to enable delivery of Zero Harm in a coherent and coordinated manner, ensuring assurance plans are in place and implemented. You will undertake compliance evaluations, tours and audits to assure project activities.

In collaboration with Executive General Managers, Managing Directors and Directors, you will carry out project and business sector HSW performance reviews and reporting using lagging and leading indicators. Working with the HSW Director, you will develop and ensure delivery of the BB Rail HSW Strategy.

You will review and investigate accidents, incidents and near misses in accordance with Balfour Beatty standards, identifying and sharing lessons learned across Rail and the wider business. You will ensure actions and recommendations are tracked and the SIER process is applied, fulfilling all HSW, customer and Balfour Beatty accident reporting requirements.

Monitoring, collating and interpreting health, safety and wellbeing performance data, including close out of inspection and accident investigation reports, and providing routine management reports will be part of your role. You will deputise for the HSW Director when required.

Working with the wider BB HSW team, you will promote Zero Harm and continuous improvement through special projects, local initiatives and HSW improvement plans. You will develop professional relationships with customers and their HSW professionals.

You will lead and manage the overall capability, development, deployment and performance of health, safety and wellbeing requirements within Rail Systems, providing strong HSW leadership and demonstrating a partnering ethos across the region. Building and developing relationships with all relevant internal and external stakeholders, you will own HSW governance for the Rail Systems business and influence continuous improvement within the HSW function.

Requirements

Experience
- Chartered membership of a relevant professional body (IOSH/IEMA) or working towards
- Educated to Diploma, Degree or HNC level
- Rail and/or Construction industry experience, particularly CDM
- Must be able to obtain Personal Track Safety qualification including associated medical and any other client-specific minimum safety qualifications and medicals
- Experienced incident investigator
- Experience reviewing and producing HSW reports to executive level
- Prior experience providing leadership and support to operational and functional teams at a senior level
- Prior experience developing proactive relationships with customers
- Influencing and persuasion skills
- Analytical skills with attention to detail
- Motivational, leadership and coaching skills
- Excellent communication skills
- Demonstrates Balfour Beatty behaviours at all times

Qualifications
- Chartered membership of IOSH or IEMA (or working towards)
- Diploma, Degree or HNC level education
- Training qualification (desirable)
- Experience in rail construction environment (desirable)
