About the Role
Balfour Beatty are seeking a Head of Health Safety and Wellbeing (HSW) to join our Rail team and lead the Health Safety and Wellbeing function for our Rail Systems portfolio. You will drive HSW performance, ensuring efficient and effective service and support levels to meet and where possible exceed operational requirements. Supporting the HS&W Director in achieving Zero Harm, you will partner directly with the Rail Systems Operations Director to ensure projects comply with legislation, UK Business Management System (BMS) health and safety requirements, and client health and wellbeing standards.
You will manage and work with Rail Systems delivery teams to provide technical advice, guidance and support on health, safety and wellbeing matters. You will oversee contractual and regulatory requirements, regularly inspect worksites and contract deliverables to ensure compliance, and advise HS&W teams accordingly. Additionally, you will support business development teams with health, safety and wellbeing responses for new business opportunities.
Key responsibilities include providing advice, support and direction to project HS&W teams to deliver Zero Harm in a coordinated manner, ensuring assurance plans are implemented, undertaking compliance evaluations, tours and audits, and conducting project and business sector HSW performance reviews using lagging and leading indicators. You will work with the HSW Director to develop and deliver the BB Rail HSW Strategy, review and investigate accidents, incidents and near misses, ensuring lessons learned are shared and actions tracked.
You will monitor and interpret health, safety and wellbeing performance data, deputise for the HSW Director when required, and promote Zero Harm and continuous improvement through special projects and initiatives. Building professional relationships with customers and their HSW professionals, you will lead the capability, development, deployment and performance of health, safety and wellbeing requirements within Rail Systems. You will provide HSW leadership, demonstrate a strong partnering ethos, manage HSW governance for Rail Systems, and influence continuous improvement within the function.
Experience
- Chartered membership of a relevant professional body (IOSH/IEMA) or working towards it
- Educated to Diploma, Degree or HNC level
- Experience in Rail and/or Construction industry, particularly CDM regulations
- Ability to obtain Personal Track Safety qualification including associated medical and client-specific safety qualifications
- Proven leadership and support experience at senior level with operational and functional teams
- Experienced incident investigator
- Experience reviewing and producing HSW reports to executive level
- Experience developing proactive relationships with customers
- Strong influencing, persuasion, analytical and communication skills

Qualifications
