About the Role
We have an exciting opportunity for a Managing Quantity Surveyor to join our Connect Plus Services (CPS) team, supporting the M25 London Orbital Motorway project. CPS is a joint venture between Balfour Beatty, Atkins and Egis, responsible for operating and maintaining the M25—Europe’s busiest motorway. Delivering over £100m of annual investment alongside planned and reactive maintenance, this is a complex and high-profile network requiring robust and efficient planning.

Key responsibilities include leading the Connect Plus Services team managing the commercial change process, developing and evaluating changes and variations, preparing cashflows, forecasts and cost control, and managing commercial aspects of subcontractors and self-delivery teams. The role covers all aspects of construction including structures, technical services, traffic signalling and road traffic electronic signage across the Area 5 network.
You will manage a team of estimators and Quantity Surveyors, negotiate with Connect Plus (Employer) and National Highways to agree project cost changes, calculate benchmark rates, and work closely with the project change/commercial team to measure and value works. You will develop and maintain a working knowledge of the bespoke DBFO contract, act as a first point of contact for contractual queries, and roll out the use of CANDY for estimating contract cost changes.
Additional duties include refining forecast and investment models, preparing budget and cost reports, assisting with monthly reports for the CPS Senior Team, reporting on strategic change performance, managing applications for completed change works, contributing to M25 community events, and maintaining the Change Register to ensure contract changes are tracked in accordance with client requirements.

Experience
Proven experience as a pre-contract and post-contract Managing Quantity Surveyor, ideally within highways works.
Good knowledge of road structures, traffic monitoring, signalling and electronic signage equipment.
Experience managing a team of commercial staff.
Strong negotiation skills with clients, stakeholders and supply chain partners.
Relevant experience in commercial management of NEC subcontracts.
Previous experience running and managing a Commercial Team.
