About the Role
The London Borough of Harrow is seeking an Outreach and Business Transformation Manager to lead the strategic transformation of its Homelessness Team. This pivotal role is responsible for driving forward a comprehensive change agenda, reshaping how homelessness services are delivered across the borough. The successful candidate will lead the integration of innovative technologies, advanced data analytics, and digital solutions to enhance the accessibility, responsiveness, and efficiency of homelessness prevention and support services. With a focus on long-term sustainability, the role will ensure service delivery is future-proofed and aligned with the borough’s broader strategic goals, ultimately delivering meaningful and lasting impact for residents.

Experience
- Substantial experience leading complex service transformation projects within the public sector, housing, or homelessness context
- Proven track record delivering digital transformation initiatives, including integrating new technologies and systems to improve service delivery
- Demonstrable experience in financial planning, forecasting, and monitoring large budgets, with a clear understanding of the Medium-Term Financial Strategy (MTFS)
- Deep understanding of homelessness legislation, policy, and best practice, including local authority duties and challenges related to homelessness and rough sleeping
- Strong knowledge of digital transformation principles, service design, and emerging technologies such as AI, automation, and digital engagement tools
- Exceptional programme management skills with the ability to plan, manage, and deliver complex transformation programmes and outreach initiatives within tight deadlines and budgets

Qualifications
Degree-level qualification or equivalent experience in public sector management, business transformation, housing, or a related field
